Parks and Recreation Commission Meeting
February 7, 2005

Mr. DiSalvo said that, before the Commission left for the tour of the facility, he asked everyone to
look at the pictures regarding the pool and a cap project, because every year the pool must be
repaired. Mr. Kelley asked if the pictures were prioritized; Mr. DiSalvo said they were.

At this point the group left for the tour, to return for the remainder of the meeting.

The tour consisted of the girl’s hockey locker room, four boys’ hockey locker rooms, the pool
pump room (where Tom described the pump and indicated corrosion and there was no
ventilation, as well as the fact that the pool needs painting). The HVAC unit was shown that
heats the water for the pool. Then the group moved to the viewing area for tennis (proposed for
possible basketball, volleyball, gymnastics). The parapet wall in tennis was noted for ice build up
and needs complete repair. The swim area was shown last, it being noted that keeping the
outdoor pool open makes no sense. The HVAC tube built in 1990, still very effective, was also
shown. This concluded the tour, and the group returned to the conference room to complete the
meeting.

Mr. DiSalvo then handed out the green Rec Center Building Capital Improvement List for 2005
(Exhibit B), beyond the Rec Center’s funds, as well as the blue Building/Facility Improvement
List (Exhibit C), which is capable of being completed.

Mr. DiSalvo commented on the items of the green list, noting that Carrie Copfer submitted
documentation to try to get the Rec Department new computers. The Rec would be responsible
for software.

Most of the rooms seen on the tour indicate inadequate emergency lighting.

Mr. DiSalvo asked Mr. Stein to explain what the Building screen wall channels are. Mr. Stein
replied that they are the metal pieces on the building atop the building, the fascia wall. They were
originally put on the wrong way and, as they rot out they need replacement. However, there have
been none replaced for about eight to ten years because they are very expensive. As far as Mr.
Stein is concerned, the entire wall should be taken down. It is just a cosmetic, steel screen that
serves no purpose but to make the building look like one big building.

The fascia material on building that needs replaced – the part that is orange on the building –
contains asbestos and ties in with the parapets on the side.

The rink building exit doors are all rotting out.

Tom Stein needs some extra trucks as well because of age.
Page 9
