Parks and Recreation Commission Meeting <br />February 7, 2005 <br /> <br /> <br />position, seconded by Mr. Kelley. All those in favor were asked to signify by an aye. All were in <br />favor, and the Motion passed unanimously. <br /> <br />REPORT OF THE RECREATION COMMISSIONER <br /> <br />Five-Year Plan Proposal <br /> <br />Mr. DiSalvo reported to the Commission that there be a five-year plan instituted for the Rec <br />Center. He proceeded with his report, to be followed by a tour of the facility. <br /> <br />Letter from Tennis Representatives to City of North Olmsted <br /> <br />Mr. DiSalvo invited the persons attending the meeting involved with Tennis to speak while he <br />discussed their letter dated November 2, 2004 to Mayor Musial, et al., which letter is attached <br />hereto as Exhibit A. As yet, there has been no detailed planning or steps of action taken with <br />regard to this matter. One of the basic issues is that there are only four courts available, not five. <br />The tennis representatives are now asking for two courts, to be built outside for the short term, <br />and then enclosing them at a later date when more funds are available. <br /> <br />Mr. DiSalvo stated that tennis is definitely profitable for the Rec Center. The overhead is <br />minimal. Of the five different Rec Departments, tennis is second or tied for third in profitability. <br /> <br />In speaking with Tom Stein, it’s not practical to build the courts and then cover them later. Mr. <br />Stein said that placing the footers and walls first, then exposing them for any length of time before <br />covering them would cause deterioration. It wouldn’t cost that much more to first cover the <br />courts, and then it’s complete. Mr. Stein has had a plan in place for about ten years which was <br />reviewed with Mr. DiSalvo. Mr. DiSalvo said that Mr. Stein’s plan brings almost all of the <br />recreation programming back in-house, and the schools would not have to be utilized. The Rec <br />Department could then offer year-round events without being dependent upon the schools. The <br />existing tennis area would be under Rec programming, possibly adding an indoor walking or <br />running track, expansion of the hockey locker rooms, and gymnastics could be moved to Court <br />No. 1. Karrie Tipton is currently limited with equipment placement on the second floor to <br />accommodate the gymnasts on the bars. <br /> <br />The Commissioner then invited Tom Stein to give a presentation of the scale drawings presented <br />to the Commission. Mr. Stein invited the Commission and visitors to ask questions if necessary. <br />An architect must be called in to do the project. Mr. Stein said that the hockey locker rooms are <br />too small. Tennis does not have five courts, but four. The surface is not the right material. The <br />idea would be to have the hockey locker rooms on Tennis Court No. 1 as it exists now. Bring the <br />locker rooms down to the courts (that would be up to an architect); but they would be almost <br />double, if not triple, the size they are now. There would be toilets and showers in each team <br />room. The hockey team could be satisfied from the hockey rink by going through the tennis <br /> <br />Page 2 <br /> <br />
