Minutes of a Meeting of
The Parks and Recreation Commission
May 2, 2005

Ms. Steele said that she understands where Ms. Wenger is coming from on the RFP, but that
tennis has waited a long time for its needs to be met. Ms. Wenger said she understood, but at
some time the line must be drawn. Mr. Lasko’s points are well taken that the city is trying to look
at the whole system, not separate pieces and parts. As also mentioned, there will be substantial
costs savings if everything is rolled together rather than do independent studies and to look at all
the city’s recreational needs as a whole.

Mr. Kelley said that, to clarify, there were two motions taken at the last meeting based upon the
Sub Committee’s report: one would be the recommendation for a statistically valid survey for the
purpose of identifying future recreational needs on behalf of the citizens of North Olmsted. The
second would be a feasibility study to evaluate the current facility and the cost to repair or replace
the facilities that are currently in place. Those were two motions that were made, seconded and
passed by the Rec Commission last meeting. If the Commission is going for the RFP now, the
Commission must rescind those from last meeting. Mr. Lasko said that the city has come back to
the Commission as a result of those two motions and said that it has the RFP that will address
both matters. So the Commission says, “Thank you for listening to us.” As a result, there is no
requirement that they be rescinded. If anything, we have acknowledged your response to our
previous Motions and we concur.

Mr. Jesse made a Motion that we accept the RFP and accept that we keep that as a proponent and
outgrowth from prior Motions.

Mr. Baxter said that Ms. Wenger will get the ball rolling, and Mr. DiSalvo will be her advisor.

Mr. Lasko offered an unsolicited testimonial based upon his involvement with the schools and the
planning commission over the past three years, he found that Ms. Wenger refuses to let the ball
stop rolling when she seizes upon a project. Once she is given charge, in his experience, she has
never once dropped or bobbled the ball. It is his opinion that the schools and the city will be in
very capable hands with Ms. Wenger’s involvement.

Mr. Kelley asked the Commission that all those in favor of sending the RFP to Council signify by
an aye; there were no nays, and the Motion passed unanimously.

Ms. Wenger made one final comment: when the city has a consultant on board and starts
meeting, she will be looking for representation from the Recreation Commission if it’s determined
that the survey is not the way to go and there will be public forums, internet, meetings, or cable, it
will be promoted and get people to turn out so that there is a plan that is representative of the
community. Start talking now to your constituents and various athletic groups to let them know
that the city is moving forward and doing something and looks forward to participating in
something the second half of 2005. She would really appreciate it and thanked the Commission.
The Chairman thanked her for her time.

This concluded the report of the Recreation Commissioner.
Page 12
