Minutes of a Meeting of
The Parks and Recreation Commission
May 2, 2005

Asphalt Program for Park

Under capital improvements, the city will be providing the full asphalt program for the park,
which will be handled by the Service Department. The cabin area at the Senior Center will be
improved as well as the drive through it. This does not pertain directly to the Rec Department but
will come from the City’s General Fund. This project will be done later this year.

Mr. Miller said that Tom Stein (Maintenance Supervisor) planned that the lower roadway would
not be a complete run. Is that going to be closed off? Mr. Jesse said that is a good point and he
will take the matter up with Dan Driscoll. Mr. Baxter said that if speed bumps were utilized it
might slow down traffic. Secondly, if the city forces everyone to come up West Park instead of
dividing traffic with East Park, it would put a lot of traffic on that street and would mean even
more traffic forced to come out at the light.

Rotary Shelter

Ms. Jones asked if the Rotary Shelter’s roof would be replaced. Mr. Jesse said that would be
taken up with Rotary – they are interested in taking responsibility to fix it, since they built it.

Roof over Pool

There was a concern about the roof over the pool. A resident called the Safety Director. He was
sitting in the bleachers and noticed a twisted beam in the ceiling. He was a carpenter by trade, so
he perceived this to be a problem. Mr. Jesse agreed, and when Gaber & Associates walked
through, they said there was a concern and that the city should contact a structural engineer,
which Mr. Jesse followed up by getting in touch with the city’s architect and asked for an
assessment of the beam. Mr. Jesse also talked with Tom Stein, who recalled that he felt it was
something that happened when the roof was renovated and that no one took responsibility at that
time, including within the city. When the snow came, the carpenter called again and voiced his
concern. The pool was closed at 11:00 that morning, with the proviso that Tom Stein would go
up on the roof later in the day and see if the snow was melted so that the pool could be opened
again. (Overlapping conversation). Mr. Jesse suggested to the Commission members to take a
look; the beam is definitely an issue, and something is being done about it.

Safety Director’s Resignation

Mr. Jesse informed the members of the Commission that he will be with the city until May 31,
2005. He resigned as of some time in April and is working with the new Mayor to get him in
place as much as possible so that the reigns of the Safety Director can be taken over by someone
else and move forward. There are many open projects within the Safety Department, and the Rec
has the record for the most open issues. Mr. Jesse said that he has enjoyed working with the
Page 15
