Minutes of a Meeting of <br />The Parks and Recreation Commission <br />May 2, 2005 <br /> <br />Commission members and enjoyed his stay in North Olmsted and enjoyed working with all <br />department heads and staff. He wished the Commission well and the best of fortune in the future. <br /> <br />This concluded the Report of the Safety Director. <br /> <br />OLD BUSINESS <br /> <br />Cell Tower <br /> <br />Mr. Miller asked Mr. Jesse to bring the Commission up to date on the cell tower and if any <br />additional funds would be coming in that weren’t part of the appropriations process. He believed <br />there was an Ordinance in the Council’s packet this week bringing more funds – 75%-25% in <br />favor of the Rec Center this year. <br /> <br />Mr. Jesse said that the city signed off today on a new fiber tower and agreement with Northcoast <br />PCS for co-location on the Clague Park Tower. It was a long time in coming. There were many <br />different negotiations. It’s now up to Northcoast to sign its side; the city has signed. Also, <br />AT&T will sign as co-locator on that Tower. The way it is set up is that Northcoast PCS would <br />give a $9,000 up-front payment to the city for its positioning on that tower and that the city <br />would receive $750 per month rent on its co-location. AT&T, the master lease holder, will give <br />$750 per month rent on that co-location. The other co-location was Fiber Tower Corporation, <br />which is basically a utility that provides service to AT&T. They will be giving the city $300 a <br />month, with no up-front payment. They will be replacing two dishes on the tower at the cost of <br />$300 a month. Within the past two weeks, Mr. Jesse received a letter from Cingular, and <br />Cingular has taken over AT&T nationwide and, as a result of that merger, there will be some <br />overlaps. They have various entities scouring the country making proposals to existing <br />leaseholders to change their lease agreements. Mr. Jesse presented this matter to the Law <br />Director, who then gave his view on it, and the Mayor and the Safety Director are currently <br />discussing it. As it stands now, the city’s lease ends at its current five-year phase in July 2007, <br />and there are 30 days prior to that expiration when the lease can be negotiated. If it should <br />cancel, the entity is required to take the tower down or sell it to the city for $1. There was <br />nd <br />another visit from another Cingular person today, May 2, who has no idea about the other <br />Cingular people, who wanted to locate a tower on the west end of town, specifically North <br />Olmsted Park. Mr. Jesse said the city is building a new fire station near that area, and, as far as <br />the last row the city had with people not wanting a tower in their back yards, it might be more <br />advantageous to include it in the fire station property. The Cingular representative felt <br />comfortable with this. Mr. Jesse asked what it cost to build a tower, to which Cingular replied <br />$200,000 to $250,000. Mr. Jesse considers it important to have a back-up radio tower and back <br />up transmitter, and if that can be done courtesy of Cingular, that would be great. Mr. Jesse said <br />to the Cingular representative that he is one Cingular person who wants to build the tower, and <br />another wants to take the tower down, and asked if there was a chance that the two <br />Page 16 <br /> <br />
