Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
November 7, 2005

2006 Budget

Mr. DiSalvo and Mr. Limpert are preparing the 2006 Budget, with a look towards the Aquatics
Center: what does it cost to run it; what expenses can we cut, and what can we do to enhance it. The
prime issue talked about the last few months is the number of guards. The Rec Center is on a “jobs
program.” Along with that and trying to cut costs and trying to charge pricing, wages are an issue as
well. Many of our positions – one in the karate program was brought to the Safety Director’s
attention – as the city employees get a raise, the contract employees such as in the karate program do
not get a raise. The contract employee did not get a raise since 1997, the year the program began.
There are great and dedicated employees at the Rec Center who should get a raise and not be abused,
so we are trying to work that into the budget.

Marketing

The Rec Department will be trying to improve marketing for the Rec Center, whether that be a
software package so that we can get e-mail users, e.g., pool users know what the pool hours are and
giving open times available in the tennis area. The Rec Center will also do a little marketing by way of
the City Website and Cable Channel to better focus on what is available for the citizens of North
Olmsted at the Rec Center. Our focus for 2006: We are what we are, but how can we do it better?
The outdoor pool: be wet or bake? The Rec needs to look at putting some sort of shade in the fenced
area. This is the direction the Rec Center needs to take.

Tennis HVAC

The Tennis HVAC went in without a hitch; some alarms were wired. It is Mr. Limpert’s
understanding that some of the tennis endowment fund will be used to get a television so that people
can view what’s going on in the courts.

Pro Shop

The Pro Shop may be leased out for the ice rink. It’s not the Rec Center’s forte, so we are letting it
go to someone else, and the Rec will get its skates sharpened for free. Mr. Limpert is hoping it can go
through without an RFP process, but this will be done if necessary.

I Beam Over Pool

Mr. Kelley stated that, before the meeting started, he had an opportunity to look out at the pool and
look at the beam. He asked the total cost of the beam. It looks like a really good job and, unless
you’re really looking for a problem, you won’t see it. It’s well hidden and, engineering-wise to take
the weight, it looks good. Mr. Limpert thanked Mr. Kelley for mentioning the beam and said that it
does appear that the beam was out of alignment when the pool roof was replaced a number of years
ago. Mr. Limpert then gave a visual description of the beam before and after
Page 5
