Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />November 7, 2005 <br /> <br />repair using a pencil as the beam. He continued that the beam is plumb, but if it was brought so that it <br />was a straight line, there would have been a problem. It has structural integrity. It was inspected. <br />The cost: $22,600 for the contracting work, and the engineering work was $16,000. <br /> <br />Fence at Ball Park <br /> <br />Mr. Baxter noted that up until now, the front part of the park is often used for football and sometimes <br />families playing in part of the park. This all leads to the fence. The idea that the high school needs a <br />good field and they need a fence on that field has some very good arguments. It’s been decided that <br />there is going to be one. The question is: will it be removable? The Hot Stove people would want <br />the fence, although the argument for the high school is that the bigger kids are going to hit the ball <br />farther, it will roll; though, frankly, Mr. Baxter doubted they could roll it out to Lorain Road from <br />where the diamond is, but maybe they could. It’s unlikely to happen with the younger kids. His <br />conclusion is that it will take up green space of the park by putting that fence in and also that there are <br />other people who use that end of the park. There is still a lot of merit in removing the fence as they <br />said it would be removable and don’t bend to the argument that other people want to use it as well. <br />There’s nothing wrong with the soccer kids using it or having space to fly a kite, but the more we <br />fence it in, the more we don’t. If it’s up for March through June, the rest of the summer is still open. <br />He thought that there would be a hard time in getting in down once it goes up, but if it goes up on the <br />basis it comes down and not be left up, then maybe it won’t stay down. Mr. Baxter said that the echo <br />was that the Hot Stove people want it up. What does the Commission think? Mr. Limpert said he <br />wants it down. Mr. Baxter said that was good; he thought it was better for the community. Ms. <br />Meredith said she was unaware of this situation. Who would have ownership of the fence and be <br />responsible for storage? Mr. Limpert reported to her that it would be the schools’ responsibility. Mr. <br />DiSalvo said it would mean purchase, implementation, take down and storage. Mr. Baxter said that <br />he honestly believes that they have no intention of taking it down and still don’t. Mr. Lasko said that <br />the reality of it is though, just like the softball fence on Diamond #2, it’s up to the City to enforce its <br />own rules and regulations. As Mr. Miller said at the last meeting, let the Commission refer this to the <br />Law Department and have everything in writing; let’s make sure there’s a clear understanding of <br />what’s going on, and then let’s enforce the understanding. That’s the bottom line. He said that he <br />doesn’t think anybody is trying to hoodwink anybody; no one is trying to pool the wool over anyone’s <br />eyes. Mr. Lasko agreed with Mr. Baxter that green space should be green space. Mr. Kelley hopes <br />that what Mr. Baxter is talking about comes to fruition. <br /> <br />This concluded the Report of the Safety Director. <br /> <br />Let the Minutes reflect that Ms. Jones entered the meeting at 7:45 p.m. She had been working at the <br />booth getting ready for voting Tuesday, November 8, 2005. <br />Page 6 <br /> <br />
