Minutes of a Meeting of the North Olmsted Parks & Recreation Commission
October 3, 2005

looking over the identification (e.g., sugar maple, walnut, black oak, etc.). Hypothetically, if the
scout’s idea would be to put pressure-treated two by twos and put little signs on them, that would
probably last about two weeks. Something more substantial would then have to be looked at,
such as in the National Park Codes or what they use for marking so that vandals and the like do
not create a problem. Ms. Powell said she knows it’s been a project that has been talked about
for many years and never started or completed. It’s one of those things that may be a lower
priority but in terms of making improvements at our community park, that it really needs to be
done and can be completed in a short period of time and give some visible results to our residents.
Ms. Powell went up to the Park a few evenings in a row, and most of the people felt it a baseball
park, not a community park, and they felt that there was very little playground equipment for
children. In terms of families, there isn’t enough space for families to come there and have a
picnic dinner, for example. There are two shelters, one in disrepair, however, with the pool roof,
shelter repair was postponed. Mr. Limpert is trying to get the Rotary involved.

Restrooms/Playground Equipment/Clague Park

Ms. Powell went in the women’s restroom. People were using it, but those restrooms are in
deplorable condition. She did not know why they haven’t been properly maintained. Mr. Limpert
said they were just painted in August. Ms. Powell said it might have been later in August than
when she was there. Here again, when you go to most parks, they are clean and attractive and
well maintained. She wondered what the cleaning staff did. Mr. Limpert said that that was the
reason why he was interested in the cell tower – the money it generated could be used to provide
st
several hundreds of thousands of dollars that could be used for building and constructing new 21
Century restrooms in the park. The men’s room dividers were replaced and the walls painted with
a fresh coat of white paint. Mr. DiSalvo said that the ladies’ room was painted too. He noted
that there are high incidents of vandalism. There are no doors on the men’s stalls. They were
replaced with the hockey rink plastic because it’s almost indestructible. To answer your question
on the playground equipment, that’s one of the things that was appropriated and/or earmarked
for, and it never went to the equipment.

Mr. Limpert said that the Rec Study has been postponed until after the first of the year to come
up with $22,000 for the pool roof.

Mr. Miller asked what happened to the money for the playground equipment. Mr. DiSalvo said it
was spent towards the pool roof. ($10,000). Mr. Miller said that if he or Mr. Barker goes back
to Council to say that the Rec Department needs money for playground equipment, they will
wonder what happened to the money already appropriated for it. Mr. DiSalvo said he would be
happy to provide Mr. Miller with a list of cap improvements for history.

Mr. Barker asked about the CDBG application. Will this be for playground equipment? Mr.
DiSalvo said that he spoke with Kim Wenger today. That is addressing the restroom issues. The
Page 11
