Minutes of a Meeting of the North Olmsted Parks & Recreation Commission
October 3, 2005

Commissioner gave Ms. Wenger all the information he had. He did not know is Ms. Powell was
familiar with this matter. Mr. Barker said it was a Community Development Block Grant. In that
plan there will be handicap accessible restrooms as well as adding features such as playground
equipment. It will be on for first reading soon. Mr. Miller said that one of the biggest hurdles in
getting that grant is that it needs to be in an area that has blight, and the population around the
area is not blighted, so point wise, it’s a challenge. So, the ADA will be brought into the matter
bringing it up some points. That’s why it’s a community development aspect of it.

Mr. Limpert said that Councilman Orlowski said that in some ways it would be great in the
budgetary process to come up with some reserves for the Rec Department so that as these things
pop up each year, the reserves will provide some uncommitted funds to the rescue.

Mr. Barker requested that, since he was Chairman of the Rec Committee of Council, the Minutes
of the meetings be sent to him in the future; Mr. DiSalvo responded that they would be. After
November, there may be new Committee assignments, and the Commission will be seeing the Rec
Chairman of Council coming to the Rec Commission meetings. Currently, Mr. Barker is also the
representative for Landmarks, so hopefully there will be some good changes by the first of the
year. Mr. Barker then gave his address to the Secretary of the Commission.

Mr. Baxter said that it’s been repeated and repeated several times about the playground
equipment. The premise is that the Park has been more than just about ball fields. Unfortunately,
it’s getting to be more and more ball fields and less park, in his opinion. There is a walkway that
goes through the wooded area, but it just ends. Is it impossible to finish that asphalt path, to run
it in a full circle to the basketball courts? Mr. DiSalvo said it is a money issue. North Olmsted
Park was almost $60,000. Clague was $18,000 to $20,000. Mr. Limpert said that one of the
things about Clague Park is that it’s an “L” Shape.

Mr. Barker said that he was campaigning a few days ago, and the neighbors on either side of the
entranceway to Clague Park suggested that some speed bumps put in the drive. Not only is there
partying going on in the back, but the speed is bad at that Clague Road entrance. They also
mentioned that the gate used to be closed every night and opened every morning, and that might
help to be a deterrent.

NEW BUSINESS

Mr. Miller asked if the Commission met in December; Mr. Kelley said it did; the only time the
Parks and Recreation Commission did not meet was in July.
Page 12
