Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 12, 2005

There is also a small issue with regard to Clague Tower. At Clague Tower, the lease can be
cancelled with a one-month notice. They are trying to get us to take a reduction of $500 a month
and, if the City does that, they will guarantee the lease for 15 years, but we would be giving up
$6,000 a year. Currently, approximately $1,600 a month is received. Basically, they would want
to give a third for a guarantee for 15 years. This is with AT&T. Mr. Limpert has a feeling that a
third party has contracted with them that any rate reductions they get AT&T will share the rate
reduction with the third party. Ms. Jones asked who Cingular teamed up with. Mr. DiSalvo
believed it was Sprint at Clague.

Mr. Kelley asked Mr. Limpert if he was looking for a recommendation on the Park Tower. Mr.
Kelley said he would like to see more before anything is put in writing. Mr. Baxter said that,
bottom line, he would be against it because the Park is crowded enough. Mr. Lasko shares Mr.
Baxter’s thinking. Ms. Kanis felt the same way. Mr. Limpert said to be aware that the money
would not be shared wit h the Rec Department.

Soil Samples for Tennis Court

Mr. Limpert asked if there were any more questions for Old Business. Mr. Kelley said that five or
six months ago, the Commission was talking about allocating $5,000 or $6,000 for soil samples
for a possible tennis court, maybe outside Springvale; maybe behind the Rec Center. What has
happened with this matter? Mr. DiSalvo said that would be included in the overall Rec Master
Plan.

Fence at Diamond #2

Ms. Kanis asked about the fence at Diamond #2 – does anyone know of any complaints about it?
Ms. Jones said that at Homecoming, there was a nice letter from a person who said they were
right up against the fence this year, but we’re just so used to things the way they were used to in
the past; she asked when the Commission gave approval for that fence. Mr. DiSalvo said that it
went through Safety and Building. The Building Commissioner has to sign off on that. The
Commission, however, did not discuss this fence. Mr. Limpert said that legislation went through
Council, either. (Overlapping conversation among the members stating there was no permission
from the Recreation Commission to erect the fence at Diamond #2.) Mr. DiSalvo said that, from
what he was told from backup information from the Building Commissioner’s Office or possibly
Safety, it was assumed that there were planned phases to enclose it. It did not get by the
Commissioner, either. Mr. Lasko said it was a case of saying, “If you build it, they will say it’s
too late to do anything about it.” Mr. Kelley said that there was permission given for a fence
going east to west for safety, and that was all the authorization that was given. Mr. DiSalvo
asked if the fence in question interfered with Homecoming. Ms. Jones said that something had to
be done with the electrical (the boxes were moved outside the fence). Mr. DiSalvo said that for
Page 17
