North Olmsted Parks and Recreation Commission
April 3, 2006
Page Five

purchased, with the summer resident and non-resident monthly 22 purchased; then the non-resident
and resident annual of 61; and then the resident three month and non-resident three month of 64. The
majority of the Rec Department’s passes are the winter monthly passes.

Mr. Barker asked for a clarification in summer month adult resident is $32; summer month senior
student rate is $24. Does that mean senior citizen over 55? Mr. DiSalvo said it was. A student pays
the same amount as a senior citizen 55 or over. An adult is anyone 18 to 54? Mr. DiSalvo said that is
correct.

Mr. Kelley said that last summer the outdoor pool was not used for a certain amount of time, which
turned away people from buying passes. Mr. DiSalvo said that this is what was purchased; many
refunds were given back. Mr. Kelley said that, theoretically, there could have been more sold for the
summer. Mr. DiSalvo replied that this is true. Mr. Kelley said that actually, the Rec Department does
not know what it could have been.

Pool Pass Rates and Ordinance Ranges

Mr. DiSalvo said that, with the last numbers he presented, he came up with the new proposed numbers
by taking an average of what the current rates are to what is proposed on March 6 of ’06. The reason
why a specific formula cannot be reached is because there is no specific amount of days to base it on.
The Commissioner said that, when he came up with the numbers, the left side shows the monthly,
including senior, adult and family. The proposed rate in this section is not really that different to what
was proposed in March: for a monthly student, $28; senior, $16; monthly adult $36; and monthly
family of five $85.00. The price rate difference would be an increase, doing away with the summer
and winter rates and have just one monthly rate. Looking at the winter difference there would be a
$13.50 increase; summer is only $4.00. Basically, what the Rec Department is looking for is that
senior prices not be affected too drastically, mainly because they are the ones that utilize the pool the
most and the Commissioner did not want to penalize them. The change difference would be $1.50 for
winter, and they are actually saving money, $8 for the summer pass. If it’s on a monthly basis, the
cost will be $16. The increase for an adult would range between $16.50 and $4.00 depending on what
you’re looking at: the winter or summer price. The family would be to $18.00. Based on daily
admission, a student will pay $3.50; the monthly pass is averaging $.93 a day, so there still will be a
discount. The Commissioner is trying to avoid “sticker shock” but there is no other way to get around
it. Mr. DiSalvo then noted the green section: the proposed rate of $52 for a three-month pass
compared to $71.52; right down the line, senior would be $35; adult would be $65; family would be
$180. The pass rate difference is $22 for a student; $5 for a senior; $20 for an adult; and $80 for a
family of five. In the last section (annual); student is $190 for a year; senior $135; adult $246; family
$350, so the price difference for a student would be $63; senior $15; adult $78 and a family of five
$72. Probably the easiest way to figure out the new fee schedule should be is that it is
Minutes of a Meeting of the
Page 5
