North Olmsted Parks and Recreation Commission <br />April 3, 2006 <br />Page Seven <br /> <br />Ms. Jones said that she thought the prices are good. <br /> <br />Mr. Barker said that the small increase for seniors is not that bad, because the seniors are still <br />swimming for $.37 a day. Looking at the family membership, the family is swimming, per person, for <br />$.19 a day. That’s a pretty good rate, considering what it costs to run the pool. Thanks to Mr. <br />DiSalvo, who has been showing not only to the Commission but to Council at various meetings, that <br />things need to be changed to try to maintain what the Rec Department has now and, hopefully, get <br />better in the future. Column A v. Column B – I think Column A is a fair compromise because Mr. <br />Barker thought there was some heavy discussion last month. He sees no problem. <br /> <br />Mr. Dial said that he thinks that the rates he has been paying have been quite fair. As Mr. Barker <br />pointed out and considering the cost to run the pool, anyone who will complain is being unreasonable. <br /> <br />Discussion then took place among the members about the fairness of the proposal. <br /> <br />Mr. Baxter said that he still thinks the senior rate is too low. If the senior rate is typically a 20 percent <br />or 30 percent reduction, he would think the senior rate could be $200 and not $135. Mr. DiSalvo <br />asked Mr. Dial how old the seniors were. Mr. Dial said that the average age in the senior water <br />exercise class would be in their 80s. Mr. DiSalvo said that he likes to see the seniors exercise, and <br />they come in every day. He does not want them to be discouraged and does not want to raise the <br />senior prices significantly. Ms. Kanis said the age and cost could be argued back and forth, but the <br />figures as noted are a good starting point. <br /> <br />Mr. Kelley asked that, with the numbers indicated, how long could they be in effect until the Rec <br />Department would want more? Mr. Kelley said that he knows that at Garfield Heights the guards are <br />getting paid $10 and hour; $6.50 is the top wage at North Olmsted. Now there are background <br />checks being made in North Olmsted. The guards must really want to work at the Rec Center to stay <br />here, and those are the guards that would like to be retained, if possible. Mr. DiSalvo said the pricing <br />is made to try to offset wages, because right now, the income to payroll is currently at 98 percent; the <br />Rec Department is barely covering wages, and the extra two percent is definitely covering pool <br />operation. The Rec Department is trying to make some more money to get guards that will stay here. <br /> <br />In further detail, on the next page is Resident Proposed Pool Pass Rates and Ordinance Range. The <br />Ordinance Range must be changed as well. The classifications are the same, the current daily rate is <br />fine. The change would be just to have one monthly pass rate. The winter and summer are the <br />monthly passes. This sheet shows the current ordinance range and the proposed ordinance range. <br />Basically, the ordinance range must begin with the new pricing and then go forward from them. The <br />second page is the non-resident rates and ordinance range changes. The Rec Department’s non- <br />resident pricing is right in line with what it should be. There aren’t too many changes but, again, the <br />ordinance must be changed.
