North Olmsted Parks and Recreation Commission <br />April 3, 2006 <br />Page Eight <br /> <br />goes into the winter monthly and the student, the current is $27 and the ordinance has the peak as $24, <br />so it’s over anyway. On the annual senior, for proposed non-resident rate is $192; the current rate is <br />$199; the actual ordinance range is $150 to $192. Mr. Barker said that what the proposed rate is now <br />is what the low rate is going to be in the ordinance. What numbers are being used to come up with the <br />rates? Mr. DiSalvo replied that it’s all ball-park; there is no formula being applied; it is just working <br />with what the Rec Department has and trying to make better sense of it. <br /> <br />The other thing Mr. DiSalvo failed to mention is that, if you go back to the resident proposed pool <br />rate ordinance, go to student and look at summer monthly, $24, the season three-month pass was $30. <br />To have a $6 difference between a monthly pass and a three-month pass is ridiculous. There wasn’t <br />enough room, so the proposed would be $20 for a monthly and at least $52 for a three month pass. <br /> <br />Mr. Barker asked when the last increase was made. Ms. Jones said it was before Mr. DiSalvo was at <br />the Rec Center, so it was at least four years ago. It was just abstract. <br /> <br />Mr. Kelley asked if the fees were comparable to other facilities around the area. Mr. DiSalvo <br />responded that there can’t be a comparison because, for example, Westlake is a membership. The only <br />city to compare to that is heavily subsidized is Brooklyn, so there is no comparison; however, there is <br />no other similar city to North Olmsted. <br /> <br />Mr. Dial said that for the last four years his pass has gone up. About four or five years ago it was <br />about $80 and it was $127 when it was renewed in December. It was a small increment each year, but <br />it wasn’t flat. Mr. DiSalvo said that the ordinance range actually started from $96 to $127, so that’s <br />probably what happened. Mr. Kelley said that the Commissioner has the authority, on his own, to <br />implement rate changes within the range. <br /> <br />Mr. DiSalvo said that these two pages indicate both resident and non-resident pricing. <br /> <br />Mr. Barker noted the phrase, “No refunds or credits for unused services”. Mr. DiSalvo said this is <br />true, that if you buy a pass, there should be no refunds or credits, barring a breakdown of the pool, <br />and then refunds will be made, if requested. <br /> <br />Mr. DiSalvo said that was his report on the resident and non-resident passes and invited questions. <br /> <br />Ms. Jones said she thought the Commissioner did a fine job and asked if this could be pushed forward, <br />how long would it take to be in effect? Mr. DiSalvo thought the bill could be done by June. Mr. <br />Barker said that if Council went for suspension, absolutely. Would it be received? He thought if it <br />was wrapped up and presented to Council, in two weeks, getting into Committee and moving along, <br />he does not foresee a problem. If it isn’t suspended, it takes three Council meetings. Emergency <br />takes 30 days.
