North Olmsted Parks and Recreation Commission <br />April 3, 2006 <br />Page Nine <br /> <br />take the Rec Department into June, beginning of July. Mr. DiSalvo said whatever it takes, he would <br />still like to submit it for consideration. <br /> <br />Mr. Barker said that he is glad this matter is being addressed; that the Rec Commission must approve <br />this, because the first question to be asked at the Committee meeting will be, “Has the Rec <br />Commission approved this legislation?” <br /> <br />Mr. Baxter asked what the goal is. Mr. Barker said expenses must be covered. Mr. DiSalvo said that <br />rink, rec programming and tennis are basically subsidizing the aquatic department, because they are <br />$50,000 away from breaking even. Mr. DiSalvo said that if he could get wages under control, it <br />would help the pool immensely. It’s the same situation that Ms. Drenski is in with the skating <br />instructors: the Rec Department is paying so low that good people can go elsewhere, so this is one <br />little thing that would help in offsetting someone’s wages and being able to offer them even $.50 to $1 <br />more an hour makes the biggest difference in the world. Probably, facility-wise, if we could get a zero <br />depth end to the pool; it’s almost a necessity for a Rec Department. Actually, the ordinance range <br />needs to be aligned properly. <br /> <br />Mr. Barker asked if the high end of the ranges should be increased, so that the Rec Department won’t <br />have to go this more often. Mr. DiSalvo wasn’t sure how the ranges are established. Ms. Jones said <br />she thought the Commission asked this question the last time it was done, and no one had an answer. <br /> <br />Mr. Kelley proposed that the Rec Commission make a Motion to accept Mr. DiSalvo’s Reports and to <br />make a recommendation to the Council on the Ordinance ranges; then, the proposed rates. <br /> <br />Mr. Baxter said that Mr. DiSalvo might consider bumping up the rates at the high end to give the Rec <br />Department leeway, without having to go to Council. Mr. Barker said to just double the high end <br />rate. It looks very significant on the annual plan, but if you look at the monthly rate, raise it from $16 <br />to $32. Just double the rates. The Commission members agreed. Mr. DiSalvo said that if that is <br />agreeable, he will double the starting price range so it reflects the ending. Mr. Barker said that it’s <br />acceptable to the Commission, and if Council has a problem with it, then Council will change it. <br /> <br />The Chairman then entertained a Motion to increase the non-resident proposed pool rates in the <br />ordinance range and the resident proposed pool rates in the ordinance range to reflect what Mr. <br />DiSalvo has on the low end and, as is understood, the high end to concur with doubling of the low <br />end. Ms. Kanis seconded. After roll was taken, the Motion passed unanimously. <br /> <br />At this point, Ms. Nicole Dailey Jones, Councilperson from Ward 3, joined the meeting, and Mr. <br />Barker introduced her to the Commission.
