North Olmsted Parks and Recreation Commission
April 3, 2006
Page Ten

The Chairman then entertained a Motion to accept the proposed pool pass rates. Mr. Barker moved,
seconded by Mr. Baxter. There were no objections. Roll was taken, and the Motion passed
unanimously. Mr. DiSalvo said to refer to the proposed resident and non-resident pool pass rates and
ordinance range reports.

Mr. Barker said he was a witness to the Motions passed by the Commission and will report this to
Council as necessary.

Mr. Kelley said that, in the past, the Commission has been very good to its senior citizens and hopes to
keep that record. Ms. Jones said that there must be an age listed in the Ordinances. Mr. DiSalvo said
that he found out through Sandy Purper that there is no definition of a senior. Mr. Barker said that the
Rec Department has no age stipulation for a senior. Mr. DiSalvo said he called Sandy Purper, and she
told him that 55 has been used. Mr. Barker said that he knows of one couple who just became 55
who came to him, asking why they cannot get the reduced rate. Ms. Drenski said that identification or
clarification of age is not requested at the desk. If it’s 62, would proof of age need to be given? Right
now, it’s a fine line, and we’re not upsetting anyone. Mr. Barker said that he understood Mr. Baxter
and Mr. Dial’s concerns, but if this is an issue with the City, it seems to be past practice assumed 55 to
be a senior citizen. Mr. Barker suggested that at this time the age be kept at whatever policy is had
now; however, perhaps a written policy should be made. As a Commission, it can be discussed at a
later time. Mr. DiSalvo said that, from a Rec Department’s standpoint, as long as people are coming
in and exercising, that is the most important thing. He has no problem with 55 being the age. Ms.
Drenski said that some people don’t ask for the senior rate but pay the adult rate. Mr. Baxter
reiterated that 55 is not retirement age; that retirement age is moving up, not down. Perhaps it’s time
to rethink it to at least 62. Mr. Barker said that he asked Cheryl Farver and Carrie Copfer regarding
retired personnel from North Olmsted – can they get a discount? You’d really have to specify that
you retired from the City of North Olmsted and that you lived in the City of North Olmsted before a
discount could be given. Ms. Jones said that the Rec Department used to have it; but it ran into
complications; Mr. DiSalvo said there were cousins of cousins coming in. It’s a valid point that Mr.
Baxter brings up, Mr. Barker said, and he thought there could be great in-depth discussion about it,
but maybe it should be laid to rest for another time. Mr. Kelley said that he cannot believe that the
Rec Commission is the only entity asking for clarification of what a senior citizen is as considered by
the City of North Olmsted. Mr. Barker said he thinks it’s because perhaps it’s because people are
coming in buying senior citizen discount passes to do swimming or to do whatever they are doing, and
the Rec Department is the only venue in town. Mr. Kelley asked if it applied to the Senior Cabin?
Mr. Barker said he did not know.
Page 10
