Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
December 5, 2005

with that request will be $14,000 in playground equipment for the two to five-year olds. The grant
has already been submitted; however, the Rec Department will be responsible to budget the $14,000 in
capital improvements to North Olmsted consistent with the CDBG grant proposal. The City will find
out in early 2006 whether it gets the grant from the County. If so, these funds are the City’s matching
contribution. If the City is not awarded the grant, the Rec Department will appropriate these funds for
new play equipment. Either way, the playground equipment will be budgeted.

Mr. Baxter asked if this plan would be a match - $14,000 from the City and $14,000 from the County.
Mr. DiSalvo replied that the grant would be $140,000; the City would match ten percent. At the
minimum, there will be playground equipment; at the maximum, there will be improved restrooms.

Mr. Kelley asked if the funding was not received, would there be any way to renovate the restrooms?
The Commissioner responded that the restrooms would always be an ongoing project until the
restrooms are completely replaced or renovated.

Ms. Jones asked when the work would take place. Mr. DiSalvo said that it would be about June. Ms.
Jones noted this would be in time for Homecoming.

Recreation Master Plan

Mr. DiSalvo said that the contract is pending with Kerr & Boron, the lead landscaping architect and
RCU Architects for the Rec Master Plan. The following is what is entailed in the Rec Master Plan:

A.Existing Conditions Analysis

The Recreation Plan should address the following City parks and facilities:
?

Recreation Center
?

North Olmsted Park
?

Clague Park
?

Barton/Bradley Fields

It is expected that the majority of the emphasis for this project will be placed on the
Recreation Center (75%), with less emphasis on the remaining three major park areas
(25%).

1.Inventory of existing facilities. The Consulttant shall study existing conditions of park and
recreation facilities.

2.Research and Analysis. The Consultant shall review existing plans and other
documentation relevant to the creation of the Recreation Plan.

3.Community Input. The Consultant shall propose methods for incorporating public input
into the planning process to ensure the Recreation Plan represents the preferences of
residents and other users.
Page 2
