Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />December 5, 2005 <br /> <br /> <br /> <br />B.Plan Development <br /> <br />Once the existing conditions and facility inventory are completed, the Recreation Plan <br />should include an action plan for future maintenance, improvements, and expansion of the <br />City’s recreational facilities. <br /> <br /> <br />1.Visioning. The Consultant shall assist the City establish vision and goals from the <br />information gathered in the initial phasse, with consideration and input from all <br />recreation providers and users in the community. <br /> <br />2.Facility Plan. The Consultant shall prepare a long-range facilities plan. <br /> <br />3.Conceptual Design. The Consultant shall provide conceptual designs of proposed <br />improvements. <br /> <br /> <br />C.Plan Implementation <br /> <br />Following plan development, an effective implementation strategy is critical to ensure the <br />Recreation Plan becomes the basis for decisions regarding park and recreation <br />improvements. <br /> <br />1. Maintenance, improvement costs, and financing. The Consultant shall provide the <br />City with information related to facility maintenance, estimated improvement costs, and <br />financing options as they pursue recreation improvements. <br />2. Prioritization. The Consultant shall assist the City in prioritizing the recommendations <br />of the facilities plan. <br /> <br />The Commissioner said that $10,000 will begin the first initial phase, which begins as soon as <br />December. Phases 2 and 3 will be appropriated under the Safety Department. The Safety Department <br />will pick up the remaining $35,500 for the Rec Master Plan. If kept under the Safety Department, it <br />cannot be touched. If kept in the Rec Department for improvements, the money will probably cover <br />an emergency repair of some sort. Purposely, it will be placed under the Safety Department so the <br />funds can’t be touched. The Rec Master Plan will be underway in less than a month in all phases. <br /> <br />Ms. Jones asked what is in the Rec Master Plan. Mr. DiSalvo said it is the existing conditions <br />analysis. <br /> <br />Mr. Miller asked, for example, what would stop the Fire Station getting the $35,000 budged to the <br />Rec Department if the Fire Station needs it for completion. Mr. Terbrack said that it would be up to <br />him to put a stop to an incident such as this because he has been instructed by the Mayor to make sure <br />that this fund is helped for the Rec project. Mr. Terbrack is to make sure the funds are there and <br />available when needed (for the Rec Department). Mr. Miller said this would be one example of <br />something that could happen, just as the Rec Department has unforeseen circumstances that could <br />happen.
