Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
March 6, 2006
Page Ten

Motion. Mr. Terbrack said he did not think the Commission could do that. Mr. Kelley said that the
Commission is only making a recommendation from this Commission to Council that the Recreation
Commissioner is allowed to go from summer and winter rates to one (summer) rate for passes to the
North Olmsted pools. Mr. Terbrack said that must be done by legislation. Mr. Kelley agreed, saying
that there is a Motion, duly seconded, that the Recreation Department may go to one rate for the
entire year, which will actually be the summer rate.

The Chairman then opened the floor to discussion. Mr. Baxter said he supported what Mr. Kelley was
saying, but that is just one issue at hand. There are other issues; but he knows that the Commission
has agreed to go to one monthly rate. Mr. Lasko said this rate is yet to be determined. The
Commission members agreed.

The Chairman asked for further discussion. Being none, he asked all those in favor of the Motion
signify by an aye. There being no nays, the ayes passed the Motion.

Mr. Kelley noted on the above that honestly, by Ordinance, unless Mr. DiSalvo wanted to go to the
three-month pass to the maximum allowed now, the Commission can’t do anything. Mr. Baxter asked
why not, if the Commission knows what it thinks is the correct ranges for the different resident types?
It can be recommended if the Commission chooses. Ms. Kanis said that the monthly proposed rate is
something that can be done. Mr. DiSalvo asked if the monthly proposed rate compared to the current
pass rates was agreeable with the members of the Commission. Mr. Kelley said that was fair enough.

Mr. DiSalvo then asked about the proposed three-month pass rate, where a student moves from a
current rate of $30 to route up or down to $71.52. Mr. Lasko said it would be too high; that the
Commission does not have enough information tonight to make an informed decision. He asked how
many student passes were sold at the present time. Mr. DiSalvo or Ms. Drenski did not have an
immediate answer, and Mr. Lasko said that the matter would not be resolved this evening. The
Commission will ask the same questions that Council will ask. Mr. Terbrack agreed with Mr. Lasko.
However, Mr. Terbrack did say that agreeing to the one monthly pass was a step in the right direction,
and that the Commissioner should go to the maximum allowed on the three-month pass. Until this
Commission can meet again after having digested the matter, this was the Safety Director’s opinion.
Mr. Lasko said the Commission needs the demographics; what, in fact, is out there right now? The
Commission will not be able to finance the operation of the aquatics facility on the backs of the passes.
It can’t be done. The real answer is to put more bodies in the pool. He understood and appreciated
and agreed that the rates are too low, but he did not know that the Commission could bring the pool
into a break-even position by doing it on the backs of the people that are buying the passes. The
Commission is asking for the same information that Council would ask; if Mr. Lasko were on Council,
he would bounce it back to this Commission and say, “Do your job.”

Minutes of a Meeting of
Page 10
