Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
March 6, 2006
Page Nine

currently the Rec can only take it to $42 for a student; Mr. Lasko replied that’s his thought: that for
the time being, take it to that level. The authority is there for Mr. DiSalvo to take it to the $42 of his
own volition.

Ms. Powell asked if it would be possible to take all the information (rather than piecemeal), look at it,
and schedule a special meeting of the Rec Commission and come back and put the whole,
comprehensive plan into action? She asked Mr. DiSalvo if he had a preference.

Mr. DiSalvo had a few questions. For his taking it to the highest range will only affect three
categories; in some categories, the Rec is already over the Ordinance range, and it’s still too low.
Mr. Lasko said that Mr. DiSalvo’s concern is about the biggest point of sale in the near future will be
the three-month seasonal pass for the summer. So if the Commissioner does nothing other than adjust
that rate, administratively right now, there will be a revenue enhancement generated. Mr. DiSalvo said
that was right. Mr. Baxter asked Mr. DiSalvo if he would to change the rates to what was being
calculated, does it give you what you would want the rate to be? Mr. DiSalvo said that he is
proposing new monthly pass rates, compared to the current pass rates. Ms. Drenski said then, also,
the three-month pass proposal is being put forth ($71.52 for the student). Mr. Garrity asked if there
must be a three-month pass; or can you just max out on the summer monthly at $25, so for three
months it would be $75. Eliminate the three-month pass at this time, unless the Rec Department could
come up with a better rate. Maximize it that way and just go month to month. Mr. Terbrack said he
doesn’t know if the Rec can eliminate the three-month pass without going to Council. First of all,
there must be a legislative request, then the Rec Committee of Council, and they will have a hearing.
Mr. Lasko said that, even if there is a recommendation tonight, this will not go to Council in time to
be in effect for the summer. Mr. Terbrack agreed.

Mr. DiSalvo said that, based on what happened with Central Playground, he knows it can be done.
Mr. Terbrack agreed with Mr. Lasko that the Rec Commission should, at this time, go with the
maximum three months that the Ordinance allows you, effective April 1. Mr. Terbrack continued that
he does believe that the Commission needs a couple of weeks to digest this matter. Ms. Jones asked
why it had to be digested, when the Commission was of an opinion to raise it. Mr. Terbrack said that
he understood this, but that there are some more steps that must be taken. Mr. DiSalvo said that he is
concerned about the annual rate compared to the current annual rate. The Commissioner does not
want to have the same relative ratio of not that much difference between a monthly and a three-month
and an annual; the Rec Department must start offering the proper basic admission rates, with the
exception of the seniors, who make up the majority of the annual passes, which aren’t planned to be
changed that much.

Mr. Kelley said that, in order to accomplish something here this evening, he entertained a Motion that
the Commission recommend the Rec Department depart from winter and summer rates for admission
to the North Olmsted pools to one adjustable rate throughout the year. Ms. Kanis seconded the
Page 9
