Mr. DiSalvo said he was <br />thinking that it would be Rec Committee of Council that would be required to agree to the particular <br />increases. Ultimately, it will be that Committee’s decision, because they will go to the Law <br />Department and have the Law Department check the Ordinance, Mr. Kelley said. In order to effect <br />the changes wanted by May, the recommendation must be made tonight. <br /> <br />Mr. Baxter said that Mr. DiSalvo did all the numbers; can’t he just make up the new ranges and say <br />what the proposal is, to change the numbers from and to, and then if anyone has questions, it can be <br />discussed. <br /> <br />Mr. DiSalvo said that, if everyone on the Commission is satisfied with his proposal, fine, but his <br />personal opinion is that the $902 family will not be agreed upon. So, do we do away with annual <br />memberships? <br /> <br />Mr. Lasko said that he did not believe the Commission is in a position to do anything with this <br />proposal tonight; having just received the information, he thought it inherent in this Body to make a <br />recommendation to the Council, and he did not see that in the space of an hour or half hour that the <br />Commission will be in a position to make a recommendation. He believes it will require some thought <br />and further discussion; in the meantime, let Council know what is going forward. If they have to start <br />the ball rolling with the Law Department for legislation to adjust the rates, fine. <br /> <br />Mr. DiSalvo and Ms. Drenski expressed their dismay at waiting another three or four months for the <br />enactment of the proposal, since they desired the changes to be in effect for summer. Mr. Lasko <br />replied that the recommendation can be made now that for the time being that the three-month passes <br />be increased to the maximum amount permitted by the current Ordinance, so the Rec Department <br />would at least get that much of an increase. The seasonal three-month pass for a student would go <br />from $30 to $42, which is the maximum. For a senior it would go from $30 to $43 (if you were to do <br />that). For an adult the rate would go from $45 to $69; and for a family of five from $100 to $141. <br />This would be a stop-gap measure for the time being to generate some additional revenue for the <br />summer, you can make a recommendation to do so. Then allow further consideration and discussion <br />of what a complete overhaul of the rate structure should be. <br /> <br />Mr. Baxter said that he understood that there be a range set in the Ordinance, but who set the actual <br />rate? Mr. Lasko said that perhaps Mr. DiSalvo has the authority to do that on his own. So you can <br />do it right now, and you don’t need Council. Mr. Lasko said that Mr. DiSalvo already has the <br />legislative authority to do it; the Commissioner can do it by administrative fiat. <br /> <br />Mr. Baxter said that all is necessary is to agree what the ranges would be increased to, and the matter <br />would be ended. Mr. Lasko said that this would allow time for reflection with a view towards doing a <br />comprehensive overhaul of all the rates, beginning with the fall season.
