Still, on the daily cost for admission, it is not a big increase. Mr. DiSalvo believes the <br />daily admission is fine at $3.50 per student, $2.00 per senior and $4.50 for an adult; however, he <br />thinks overall things should be better. The non-resident rates would be changed as well. Mr. DiSalvo <br />addressed Mr. Terbrack, saying he could not find any constant percentage of difference between <br />resident and non-resident rates. <br /> <br />Mr. Kelley reiterated that the last change in rates was on a percentage basis: a certain percentage <br />increase for resident and a different increase for non-resident. Mr. DiSalvo asked if there was a set <br />rate of difference. Mr. Kelley responded, “No, not at all.” The reason it was brought up at that time <br />is that the residents were a little bit peeved that they were not allowed to go to Westlake, while for 25 <br />years Westlake could come to North Olmsted. That was the first time there wasn’t a big disparity <br />(three or four years ago) between residents and non-residents in the North Olmsted facility. The <br />Commission members all know that the fees need to be increased at North Olmsted and have taken <br />note of the proposal Mr. DiSalvo has in place for aquatics; however, from what Mr. Kelley is looking <br />at, he doesn’t see anything other than the three-month pass and the yearly annual pass that may not <br />pass muster, but he sees no problem in sending this to Council. <br /> <br />Mr. Terbrack asked if the Commission needed to make a Motion if it decides to eliminate two types of <br />rates, winter and summer. He did not know the proper procedure at this point; there may be a need <br />for further analysis. This Commission should make a Motion to change to one type of monthly rate. <br />Mr. DiSalvo agreed that there should be a Motion made to have one rate of monthly pass instead of <br />two. <br /> <br />Ms. Powell said that she would agree to have the rates changed for categories other than seniors, as <br />most of the seniors are on fixed incomes. She asked what kind of increase is being considered - $.50 <br />or $1.00 per month? <br /> <br />Mr. Terbrack replied that actually, what Mr. DiSalvo is proposing, is that there be an increase on the <br />winter monthly from $14.50 to $16.00 and the summer monthly, which is $24.00, would drop to <br />$16.00. One rate all year would be simpler for the people; this would be favorable. Mr. Terbrack <br />asked if there were more seniors swimming in the winter than the summer. Ms. Drenski said there is a <br />fair following all year with the seniors. <br /> <br />Mr. Baxter said that, with regard to the non-residents, wouldn’t it make sense to establish a fixed <br />amount for the residents and then non-residents pay 33% more or 50% more. Mr. DiSalvo agreed. <br />Mr. Baxter thinks that it should be more than nominal. Mr. Baxter said to use a number, round it off, <br />and let it go; this would make sense. Mr. Terbrack said that a $3.50 admission for a resident would <br />put it at $4.60 for a non-resident, or a 30-35% difference. Mr. DiSalvo agreed once more – establish <br />the resident base rate and then add 30% for non-residents. <br /> <br />Page 7 <br /> <br />
