Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
November 6, 2006
Page Thirteen

Mr. Garrity said he knows that this is a good plan for down the road, but what is going to happen
now? In other words, the compressors are old. Is it a done deal? Mr. Barker said that from Council’s
perspective, he could not answer that question. Mr. Garrity said that the NOHC should have a little
security; they are not seeing anything being done. Things are getting run down. Some of the
participants are saying OK, we’ll go over there – and the grass is greener over there and is definitely
more expensive. It’s newer grass. One of the real problems is that the NOHC gave $12,000 to
$13,000 for materials that was never used. Mr. Garrity has no answers for his members. (This
pertains to the boards in the studio rink. Take a walk out there and look at the splintered boards.)
Mr. Garrity said he knows Mr. DiSalvo’s hands are tied. He knows the situation. Something’s got to
be done. It’s not fair to the residents or the visitors. Mr. Dailey said he would take care of this the
next day. Mr. Garrity said that the quicker this matter can be taken care of, the quicker the Rec will
relieve me. Mr. DiSalvo said it would have a huge impact on the ice revenues as well. If the Rec
can’t give that good feeling to our tenant, the Rec is not renting anything, either. Mr. Garrity said that
ice is a tough business, but look what’s happening around the City. As Mr. Baxter said, Gold’s Gym
is a sweet spot, but again, it’s the same thing, that’s going to be expensive.

Maintenance Personnel or Volunteers

Mr. Kelley asked Mr. DiSalvo how many full-time maintenance personnel is on the Rec payroll. Mr.
DiSalvo said, “Five.” Mr. Kelley asked if Mr. DiSalvo really believed that with five full-time
employees they can undertake certain jobs like Ed (Garrity) is talking about, i.e., replacing the boards,
while keeping up with the rest of the Rec Department and whatever else must be done. Mr. DiSalvo
said that time management can be improved. There is no excuse. Mr. Kelley said that the reason he
brings it up is that he works construction; I’m in a Union. When he reads the papers and finds out that
the problem is that things are not getting done and not allowing certain people to do things is a Union
problem: shame on them; shame on them. When there are people that paid for things and are willing
to put them in, and he knows for a fact that there are Union tradesmen in that hockey organization
who are willing to work pro bono, they should be allowed to do the work.

Mr. Dailey said it will be a case-by-case situation and whether or not they can get the work done or
have the time to get the work done or whether or not they should allow volunteers to come to do the
work is one of the things the Rec Department will have to work through. The Union members are
under Contract at this time, and the Rec must respect that contract and honor it as well. However,
Mr. Dailey said he would be amenable to working with them right now.

Restrooms

Mr. Barker said that when the issue of cleaning the restrooms came up and a grievance was filed, it
was brought up in Council that when we have outside volunteers to help do things for our City’s
facilities, the Mayor did say that he was willing to look into that, and that grievance was dropped. So,
Page 13
