Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 11, 2006
Page Two

SUB COMMITTEE REPORTS

Recreation Master Plan Advisory Board

Mr. DiSalvo noted that everyone on the Recreation Commission attended the meeting of August 17,
2006. The basic overview is that over 120 people attended the presentation and open public meeting
for the Recreation Master Plan. One hundred and four people responded to the survey that was given.

th
All the information from the August 17 meeting is available on the city website under “Planning.” In
www.north-olmsted.com
entirety, there were seven scenarios presented. The website is under under
“Planning”, it’s in a PDF file, where all the plans can be seen. There are scenarios from minor
renovations up to brand new facilities. The survey was only given to the people that attended that
meeting. It’s impractical to give that survey if you didn’t attend that meeting, but the survey is not a
statistically valid representation of information from the entire community. The organizations were
well represented, however, the overall resident population of North Olmsted was not. It was more
represented by the groups that actually use the facility than the residents. That is why the survey is not
a good indicator of what the entire city’s view may be on this matter. That’s why it’s good
information, but not enough to go on to make any real decisions yet. With that in mind, it was very
valuable in making people aware of the fact that the Rec Master Plan is in the planning stages. Mr.
DiSalvo said that the meeting was well received, with a lot of interest and comments. On the website,
too, there is a section where comments can be made. This is being reviewed by the Mayor and
Planning Director as well.

Mr. DiSalvo repeated that the scenarios went from minor renovations up to new facilities. There were
two plans that did not include the rink. That doesn’t mean that the Rec will be eliminating the rink;
the thought is to get an idea of what people think. Fitness seemed to stand out the most because it
offers the most usage to residents.

Mr. Baxter commented that it is so hard to evaluate whether or not the survey is valid. It’s nice that
some of us support the Plan, but what about all the people who have to support the payment of
renovations or new recreation facilities. Mr. DiSalvo said that is what will matter. The people that
support the Recreation Center were there, but the Rec needs more representation from the entire
community. This is recognized, and is why the survey is taken into consideration, but the overall
decision will not be based on this survey.

Mr. DiSalvo asked if there were any questions. Mr. Sanborn said that there were approximately 120
people at the meeting and noted that that is less than one percent of the population in North Olmsted.
If you said this was not really representative; is the Rec Department planning on going neighborhood

Page 2
