Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />April 7, 2008 <br /> <br /> <br /> <br />to be used by the High School, Hot Stove, and all the Rec Programs as well. The partners are also <br />looking at building tennis courts at Springvale Golf Course adjacent to the parking lot, making it a <br />more country club feel to it and enjoying the clubhouse afterwards. Minor renovations will be made at <br />Clague Park, since it is not highly used like the other parks, but is also included in the Plan. <br /> <br />Mr. Garrity said that when the Rec Master Plan was presented to the Rec Commission at City Hall, <br />the Master Plan was accepted, and he did not know if any of the scenarios were actually accepted, so <br />we did not have a scenario presented to us of what the Master Plan entails as far as what’s in the Rec <br />Center and what’s happening at this time. Mr. Dailey said that Kim Wenger will address the Plan <br />about the Parks, but at this point we cannot definitively say what’s going to be at the Rec Center at <br />this point until we get the money and see what construction costs are and everything else - whether <br />there will be an indoor pool and outdoor pool; whether there will be an indoor splash area and an <br />outdoor splash area. Everything will come up as we go through the process. Mr. Garrity said that <br />before it’s voted on in November, it will be a hard scenario. When we go to vote on it in November, <br />there’s going to be an indoor pool, an outdoor pool and there’s going to be whatever. Mr. Dailey said <br />that there might be some wiggle room in there. Mr. Garrity said things are up in the air and asked if <br />everything isn’t all set in stone yet as to what is going to be inside? Mr. Dailey said that was correct. <br /> <br />Mr. Mahoney wanted to point out that the meeting on Thursday is a presentation of the Rec Plan by <br />the Administration to the Rec Committee and City Council. It’s just like every other committee <br />meeting, whether it’s the Finance Committee, BZA, any other Committee of Council and, because it’s <br />a committee meeting, it’s open to the public. Because we expect an overflow of people, it’s going to <br />be not in the caucus room but in the large city council chambers. As John has said, the Administration <br />is envisioning a situation where the presentation is going to be toward the front of the room, so the <br />first rows of the council chambers will be reserved for Council itself and then Boards and Commission <br />members. Then the general public will probably fill in every available spot. Because it is a committee <br />meeting, it is going to be run just like a committee meeting where the presentation will be made by the <br />Administration, Committee members – I’m on the Committee myself, Nicole Dailey Jones, Mr. Ryan <br />will have the first opportunity to ask questions of the presenters; then all of Council will have an <br />opportunity to present questions; and then we’ll open it up to the general public, with some moderate <br />time restrictions and some pointers for addressing. We won’t have ten people coming up asking the <br />same question time and again, so, depending on how many people are there, there might be a time <br />limit in terms of how many minutes they will be able to speak. Typically, in Council meetings, you are <br />given five, so it might get whittled away to three minutes. The meeting starts at 7:00, and a little bit <br />will depend upon how long the presentation lasts. Mr. Mahoney did not anticipate the meeting going <br />past a certain time period in the evening. Mr. Scarl asked, “Midnight?” Mr. Mahoney said that he <br />could assure him that there would be no chance that it would go to midnight, and bear in mind that <br />everyone attending will know that this is the first of three, four, five meetings; however many meetings <br />it takes to get it done. So that everyone knows, Thursday is not the first and only opportunity to ask <br />questions of Council or the Administration; there will be follow-up meetings. Mr. Mahoney believes it <br />will be held in Committee for some time, and then ultimately go to Council for a vote. <br />Page 10 <br /> <br />
