Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
April 7, 2008

in lockup as collateral. They quit paying us, so we have turned this over to the Law Department to
start pursuing legal action to get remedied. They owe us about $11,000, Mr. Dailey believed; Mr.
DiSalvo said he knew it started off at about $17,000. Mr. Dailey said they made one payment of
$5,000 or $6,000. We have been selling our supplies out of Parma, Mr. Dailey continued, if he
remembered correctly – on Tiedemann Road.

Mr. Scarl asked when the money is collected, where is it going: the General Fund? Mr. Dailey said it
should come back into the Rec as revenue. Mr. Baxter asked if there was a collection agency used
before legal action was started. Mr. Dailey said that Mr. O’Malley, as the Law Director, is pretty
good at that, and when that doesn’t work, legal action is pursued.

Mr. DiSalvo said that there was over $42,000 in Pro Shop stock; the Pro Shop bought it for fifty cents
on the dollar. When they leased the Pro Shop from the Rec Center, it was in the terms of their lease
not only to pay rent but also to make monthly payments of the inventory. They just did not pay for the
inventory. Then they said that at the end of the lease they would have the money, and it’s one of those
things that just never happened. The Commissioner reported that the Rec Center started pursuing this
matter before the Legal Department got involved. Mr. Dailey said it’s up to the Law Department
now.

Skate Park

Mr. Dailey reported that at the last meeting Rae Anne Thomas brought up hosting some sort of Skate
Park event. What the Rec Department has learned is that the City will not be a sponsor of it, but if she
wants to get other sponsors for it, we have no problem with her hosting an event at the Park. So far,
she’s had a great response so far, so she expects to get it off without a hitch.

Rec Staff Meeting

Mr. Dailey had a meeting with the Recreation Department Staff about two weeks ago Thursday
discussing a lot of the articles that have been in the papers. As you can imagine, there has been a lot
st
of concern and a lot of rumors. People thought they were going to be out of jobs as of April 1; that
st
Ted would be gone April 1. We heard that the “Y” would be running programs by summer. The
concerns were calmed and let them know that this was just not the case. We did, however, let them
know that if the Rec Master Plan passes in November of this year, that whenever this new facility is
built an open, all the non-bargaining people would be gone from the payroll with the exception of
maybe one person who would run the Parks Division, whoever that turned out to be, and all the
bargaining people would be rolled into City Hall someplace: the maintenance and service people, that
sort of thing. Then there would be loss through attrition. Since then, the City has had a meeting with
the YMCA this past Friday and, currently, if everything goes as expected and the issue passes in
November, they will maintain the West Shore facility and then open up to anyone here in North
Olmsted. At that point in time, they would look to evaluate, hire, and train the staff here and put
Page 5
