Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />April 7, 2008 <br /> <br /> <br /> <br />Mr. Lasko asked what is being presented actually as the Recreation Plan, because the Recreation <br />Master Plan has already been adopted. We’re actually now looking at the Recreation Plan which will <br />then be compared to the Recreation Master Plan to see how it matches up. Mr. Dailey said this was <br />correct; the City has met with the North Olmsted City Schools because there will be a different way <br />for them to do business as well. For example, if the ice programs are continued, they will have to find <br />a way with another facility. Again, we’re fortunate to have facilities relatively close by. The North <br />Olmsted City Schools Swim Team will have to work on an agreement with the YMCA as well. <br /> <br />Mr. Groden said that, to clarify, after Thursday, this comes back to the Parks and Recreation <br />Commission…Mr. Dailey replied that there will be more talks with this Body hoping that you will <br />recommend and approve it as we get supporters for it. It will also be going through Council at the <br />same time. We’d love to have the Rec Commission’s support officially, but without it we can still <br />move forward; it would be much easier with it. <br /> <br />Mr. Lasko said that, technically, by the Charter, there must be a deliberate vote by this Commission at <br />some point in time, even though it may be advisory. It still must go on the record as to what the vote <br />of this Commission is. Mr. Dailey said that is correct. <br /> <br />Mr. Dailey asked if there were any more questions about the 2004 Article. Mr. Scarl asked why North <br />Olmsted wasn’t in it. Mr. Dailey said it was dealing more with the fitness/pool type centers, not like <br />our Complex. Our Complex is unique; there’s nothing like it anywhere. The article is addressing <br />more of a fitness type center; North Olmsted doesn’t have that here. As we discussed before, we <br />pretty much break even. The $1,000,000+ in millage we get in each year, added with what we <br />generate in revenues each year, subtract our expenses; we pretty much break even. There are <br />instances where the Rec Center has been bailed out by the General Fund. An instance would be just <br />this past January where the General Fund paid $36,500 for the pool filter. I don’t think we had <br />anything in 2006 and 2007; we have to go back to 2005 or maybe prior to that – the year we had the <br />problems with the pool roof and at the same time we had the problems with the outside pool that same <br />summer. Mr. DiSalvo said that essentially, Service bailed us out; but it did come from the General <br />Fund as a General Transfer. Mr. Dailey said that, throughout Ted’s tenure here, the Rec has rarely <br />tapped into the General Fund. Mr. DiSalvo said this was the only time. Mr. Dailey said that there <br />were years when there was $150,000 transferred over, but it predates Ted. <br /> <br />Mr. Scarl said that was his point exactly about the partnership with the “Y”: the Rec Center runs <br />evenly, and if it does lose money, it’s a service to the residents he believes is needed as a City. It’s a <br />service, just like picking up garbage and leaves. We have a Rec that is a service that has been given to <br />the residents. With the bond issue, plus the revenues, and there’s a break-even year after year with <br />good people like Ted and his staff watching the monies, Mr. Scarl does not see the need for a <br />partnership. Mr. Dailey said that what is anticipated is that there is no money to do anything more. <br />The City is just band-aiding problems; the Rec has had nothing to put into cap improvements or long- <br />term capital plans. If we had the City of Westlake’s budget, which is a thing of beauty, which has a <br />five-year and ten-year plan; it’s not just for the Rec but the entire city.
