Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />April 7, 2008 <br /> <br /> <br /> <br />about a city that has cash on hand and one that does not. Mr. Scarl said if you build a new facility, <br />you don’t have to worry about cap improvements. Mr. Dailey said that yes, but what the City is <br />looking at looking at the one mil coming in year in and year out, which must be used for Parks and <br />Recreation. That will give us some money to make some very serious improvements to our Parks all <br />across the City and, in time, reduce that tax millage back to the voters. It has been determined that <br />about $5,000,000 will be paid by the “Y” towards construction costs. Again, they are operating at a <br />financial risk for the project itself. Once this place is opened, it’s up to them to make a profit or lose <br />it. It’s not the City’s concern any longer. Mr. Scarl wanted to know how the Y would come up with <br />its money. They don’t have that kind of cash on hand. Mr. Dailey said they would have their own <br />fundraising issues. Obviously, they are much bigger than we are financially; he said that the late wife <br />of Ray Kroc left a billion dollars to the YMCA nationally. That’s something they have access to; he <br />did not know how it worked. Again, that is not the City’s concern; the Y just told the City they would <br />be able to bring. Avon is looking at a 5.5 million deal from the Y; 5 million to North Royalton and 5 <br />million to North Olmsted. Glen Haley is their executive director. Mr. Dailey did not think Mr. Haley <br />would be getting into this situation if he didn’t think he could cover it. Mr. Baxter said that there will <br />be a charge to use the facilities – he knows that he pays $720 a year for a couple to use the Y’s <br />facilities, which is much less than what is being paid to come to the North Olmsted Rec Center. Mr. <br />Dailey said this was absolutely true. He was trying to run some scenarios to see what someone pays <br />to use the North Olmsted Rec Center compared to what someone pays to use the North Olmsted <br />YMCA. It’s almost impossible because of the fact that the Rec Center is a la carte and does not have <br />the same type of services. The best he could do was find someone aged 60 with a pool pass. A pool <br />pass for someone aged 60 at North Olmsted is $135. To belong to the YMCA at that age is $325 or <br />$480, whatever it turns out to be. Even a senior-citizen couple has to pay the family rate. What we <br />propose to do is have the YMCA offer a reduced monthly rate to the North Olmsted members because <br />they built the facility with their tax dollars. What we’ve been hearing has been a 20% discount or 30% <br />discount; I encouraged them to look more towards a 30% discount. You still have your joiner fees <br />which you have to pay, which is anywhere for $30 for a child; $100 for a couple; those would not be <br />discounted as per our most recent conversation. As a non-member, you just pay as you go. Some of <br />their programming is more expensive – pretty much doubled. Swim programs were $40; theirs would <br />be $80 as a non-member. Some of the people would still have the opportunity, if their kids just want <br />to swim, and Mom and Dad don’t work out or use the facility, they could still put their kids in <br />swimming lessons. Mr. Scarl asked if, realistically, that would be presented to the people that show <br />up at the meeting on Thursday. How do you think you’re going to be able to ask people to pay for the <br />facility and then double their monies to join it and be a part of it. He just did not see it working. Mr. <br />Dailey said if the question is asked, they will be prepared to answer it. The only people presenting on <br />Thursday will be Mr. Dailey, Ms. Copfer, and Ms. Wenger. Mr. Scarl said that if the City winds up <br />building it, it will be a white elephant; it will just be sitting there; no one will join it. Mr. Dailey said <br />that what we’ve been told is that 20% of the Y membership at West Shore are North Olmsted <br />residents, so he anticipates that 20% will be moved here very easily. Mr. Garrity asked what the 20% <br />does at the Y. In other words, are they seniors that swim; is it nothing that can’t be done here? Mr. <br />Dailey hasn’t asked that. He did know that some of the people at City Hall go to the Y for the fitness <br />angle. Carrie Copfer and her family belong there; Donna <br />Page 8 <br /> <br />
