Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
January 14, 2008

that might be in use for two, three or four years – it’s a rip. However, we cannot function in the hopes
of something that will happen in November, which will be a challenge in and of itself. He thought that
the filter purchase would go forward. It appears it’s quite important. A big portion of Cindi Bartko’s
budget would be cut. It’s also used by at least three swim teams. What we have is a competitive
outdoor pool. We don’t have zero depth for elderly or young children. It makes it tough. Mr.
DiSalvo said it makes it tough for that, but it’s also unique in the fact that the Rec is able to rent it out
and generate revenue because it is a competitive pool. The other cities don’t have that. Cindi is very
good at booking it, as well.

Mr. Groden had a question about the Rec Master Plan: do you know how many mils are in
consideration? He thought he heard at one time, 3. Mr. Dailey said he thought it was under that, but
he did not think it was going to be a full property tax – more with the income tax. Obviously, an
income tax becomes more attractive to a senior voter than a property tax, because they will not be as
affected by it.

Mr. Baxter had one comment about the management of the YMCA. He said he was a member of the
Y for probably 20 years, and he could say that, in all honesty, the people in charge of the North
Olmsted Rec Complex are superior to the people working at the YMCA.

Mr. Groden asked if it has been determined if the pool filter must go to a competitive bid process. Mr.
Dailey said no, the fact that there is one supplier for it means the City would go directly to Whitmer
due to extenuating circumstances in immediate need.

Status of Barton/Bradley Parking – Leaf Pile Barrier

Mr. Dailey said there is nothing that has changed. Service Director Limpert was to talk with one of
the utility companies that has the easement with North Olmsted, but as of this time there has been no
other talk to move that leaf pile somewhere else. Mr. DiSalvo said that probably has to do with the
contract the City has. It’s easier for the contractor to keep it here on our property than to haul it
somewhere else; it keeps the cost down. In fact, there is a new three-year contract signed, so it will be
there for at least the next three years. Mr. Groden asked if that would be affected by the Rec Master
Plan. Mr. Dailey said it would, but we would still be looking at two or three years down the road.

Grant Project Ideas

Mr. Dailey reported that the City of North Olmsted is applying with the Ohio Department of Natural
Resources for a grant. Each year they award multiple million dollars of programs to cities and
communities across the state. At one point in time, this Department did apply for it and it did get it
for some repairs that were done to the Ice Rink. This grant would be 25% matching. At that point,
we get reimbursed for it. We get work done for $.25 on the dollar; we have to have the money
encumbered up front and get reimbursed for every project we choose. If you look at the four ideas on
Page 7
