Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />May 5, 2008 <br /> <br />concurred, there are still some details that the City’s is not aware of because they are still negotiating a <br />proposed agreement with the YMCA that will certainly have an impact on the schools. Again, we <br />don’t have all the answers because the schools do not have all the information but at least the schools <br />will be able to base a tentative response on what’s known today. Again, that meeting is scheduled for <br />th <br />next Wednesday, the 14, at 4:00 p.m. <br /> <br />Mr. Dailey asked if there were any questions or comments on what they heard. <br /> <br />Mr. Lasko followed up on Mr. Groden’s question as to when will the schools know…Mr. Groden said <br />that, in fact, the purpose of the question he was asking is that he thinks that the Commission has <br />established that it’s difficult to have any more substantive discussion about the Plan until what we <br />know exactly what the YMCA’s piece in the puzzle may be…Mr. Dailey said this would be what <br />they’re bringing not necessarily financially but programming and everything else…Mr. Groden said <br />what their commitment to this Plan is going to be. He was just asking when the schools are going to <br />know those details, because obviously the schools are going to have some decisions to make because, <br />as he thought we all knew now, if the Plan is approved, the Schools would have to make separate <br />arrangements with the YMCA for some of the things that they are doing now at the Rec Center. <br /> <br />Mr. Lasko said he would like to follow with the fact that the Schools’ understanding and premise they <br />have been operating on, meaning the Administration and the Board, based upon discussions that have <br />been had or comments that have been made is that, in fact, although the Schools could very well turn <br />out to be, if the Plan is successful, and if the facility is, in fact, constructed, the Schools could be one <br />of the larger users of the facility in terms of a contractual relationship with the YMCA, but, in effect, <br />the Schools are on their own to negotiate that deal with the YMCA. Those substantive discussions <br />about to what extent, when and at what price the Schools would have access or use of the facilities is <br />not on the table right now for purposes of substantive discussions between the City and the YMCA. It <br />is not a three-party discussion; in fact, it is a two-party discussion between the City and the YMCA. <br />The Schools, in effect, are sitting on the sidelines right now just like everyone else in the general <br />community waiting to learn, in fact, what the deal will be so that whether it’s an individual or <br />individual family will have to determine what the cost will be compared to what the cost is now, so, <br />too, the Schools will have to calculate or determine or negotiate what the cost will be to them in the <br />new world compared to what it is in the current world. <br /> <br />Mr. Groden thought, as part of the function of this Body, as a recommending Body, when we look at <br />the whole Plan, and I tried to make this point at the last public meeting, I want to make sure that we <br />understand that in my eyes there could be a possibility that if this deal is approved if we move forward <br />with the new Rec Center and it’s with the YMCA and it’s a 1/8 of 1% income tax increase, but along <br />with that arrangement it creates brand new costs for the School system, does the potential exist for <br />taxpayers at some point to end up having to pay another cost for this Rec Plan should it go through, <br />because if it racks up costs for the schools more than they can absorb, then they will have to go <br />somewhere else for that revenue, or they might have to discontinue some programs. Mr. Groden <br />thought that, if the Commission is a recommending Body for the entire City of North Olmsted, those <br />are things that we need to take into consideration.
