Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
May 5, 2008

legislation – one going forward with the bond issue – and the other piece going into an agreement with
the YMCA.

Mr. Lasko asked if by that time the City would hope to have some of these discussions more
formalized. Mr. Dailey said, “absolutely.” Mr. Lasko thought, on Mr. Groden’s comment, that
although this Commission is appointed by different entities or bodies or individuals, so we don’t rise to
the same level as the Council does in their deliberations and responsibilities are accountable to the
public. Much of the same information that Council is asking for will probably factor in to the
collective decision-making process of all the individuals that are here, which are just community
members. So, even though we act here as community members and not elected officials, nevertheless,
that information is important.

Mr. Dailey said that once the members of the Commission have been appointed, they are a referring
body.

Mr. Mahoney said that he, along with other members of City Council did not feel that, without any
concrete information from the City Administration, we would just be grinding the same wheels and,
frankly, nothing in his mind jumped out at him in terms of new points or new information that was
garnered from the second meeting. There were both the same thoughts and themes expressed by both
Council and participants and the Administration. Some new, smaller things need some fine-tuning, but
the general thrust is still the same.

th
Mr. Groden said that, again, to clarify, Council would have legislation by the 20 of May in all
probability? Mr. Dailey said they would have to – to get anything done before summer recess – they
thth
will have to get it done by the 20 of May. The first Tuesday in August is the 5, so it would have to
be prior to the first meeting in August to get the legislation down to the Board of Elections to have it
th
on the ballot in November. Mr. Mahoney said to keep in mind that the 20 would be the first reading,
there being two additional meetings in June. Council has its vacation in July, so they could have their
thth
meetings anywhere between the 17 and the 30 of June. Mr. Groden said that the next Committee
th
meeting would be looking at Tuesday, May 20. Mr. Mahoney said that would be right, keeping in
mind other Committee meetings, BZD, Public Safety, etc.

Mr. Groden asked how soon the schools will know the details of the negotiations with the YMCA.
th
Mr. Dailey said he understood they had a work session scheduled for the 14 of May. Mr. Lasko said
th
that the meeting is Wednesday, the 14, and Mr. Groden is aware of this. Mr. Dailey and Ms. Wenger
did come over about four or six weeks ago and made a presentation shortly before what was presented
to the public and asked for comment from the administration. Dr. Dubski then asked her people to go
back and come up with some of the pieces and parts in order to provide a response to the City. That
meeting was held a week ago today, last Monday morning. The group reassembled and provided her
with thoughts, observations or comments which she is in the process of synthesizing. As she will
condense and synthesize that information into a summary, that, in turn, will serve as the basis of a
presentation or a work session by the Board next Wednesday, which in turn, will reflect a response to
Mr. Dailey, Ms. Wenger and the Mayor on behalf of the schools. Again, and Mr. Lasko could only
speak for himself right now, but because Mr. Dailey mentioned, and everyone here has
Page 4
