Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 8, 2008

said that a letter was sent out on this matter today. Mr. DiSalvo said that if this person does not pay,
he will not be coming back.

Cleveland Hockey Supply

Mr. Dailey said that he and the Commissioner will be joining the Assistant Law Director Bryan
O’Malley in the Rocky River Municipal Court for a Pretrial Hearing with Cleveland Hockey Supply,
the people that owe us about $10-$11,000. Bryan said this should take us about a half hour. Mr.
Mahoney asked if there is some notion there will be a settlement. Mr. Dailey said that is what the City
had hoped to get. Mr. DiSalvo stated that the original debt was about $19,000; a check was cut for
about $7,000. Mr. Baxter asked what their position was. Mr. DiSalvo and Mr. Dailey said there were
rumors that bankruptcy was being filed, which throws a wrench in everything. Mr. DiSalvo said they
have had the Rec’s inventory almost three years now.

Hockey Rink Compressors

Mr. Baxter said that he noticed in the local papers that the Rec Department bought new compressors.
Mr. DiSalvo said this went way back to a Council meeting where it got out that a compressor was
going to cost $70,000 – one zero too many. Mr. Baxter asked if the cost was in the numbers or if that
is part of the Rec’s capital spending or where is the money? Doesn’t the cost of that have to be in the
Rec’s cash basis? Mr. DiSalvo said he understood what Mr. Baxter was saying, but it’s already in
capital outright. As far as Endowment goes, that number does not even flow through. It’s actually a
nice little safety net, if you will. He thinks it’s already been set up for emergency repairs.

Mr. DiSalvo said he met with Johnson Controls in the bid process, who came in less expensive than
Cull’s, who the Rec has been with since day one, which was a shock, so he was glad quotes are
required because it seems that Cull’s is in every day and that they are taking for granted they will be
getting the contract, so we will be having a new person coming in. Actually, Cull’s quoted $11,000
and Johnson quoted $8,000 for the identical service, so there’s a good savings of $3,000. Ms. Nader
asked who the third bidder was. Mr. DiSalvo said he did not remember; the bid was going to Johnson.
The Commissioner said the Rec Department is running on five compressors. He thinks the new one
will be installed this week. There will be more to report on this situation next month. Even if the Rec
has eight operating, there will be two off intentionally for rotation. Six is fine; everyone thinks we
need eight. Mr. Mahoney said that, for what it’s worth, he ran into someone at Giant Eagle, who said
that the ice is great; it’s never been better. But, Mr. DiSalvo said, when he met with Johnson
Controls, they said that the Q is already replacing everything, which was interesting. Our equipment is
35 years old, and they already have to replace it. Of course, it was noted, they can afford it.

Skate Park

Mr. Groden said that he read in the paper recently that Rae Ann Thomas got all the money she was
looking for to do what she wanted to do with the Skate Park. Is this separate from the City?
Page 5
