Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
June 1, 2009

that this Commission meets once a month on the first Monday, so we’re not going to have an
opportunity whether Mr. Wetmore comes back or not but again, this decision was made by this
Administration and Mayor. This Commission, Mr. Mahoney did not believe has any authority to do
anything other than to recommend a position to the Administration. City Council might have
something else to say at a later time, but, to finish my thought: it seems that there’s a principle being
advanced by Ted, and it sounds on the face of it, very plausible. One of my questions to the other
families might be why do the high schoolers get a reduced fee; why does my child not in high school
yet not get a reduced amount. Mr. Mahoney was looking at that perspective but, when one considers
the bigger picture, his thought is that the quality of life issue raised by the members of the general
public here, either building a sense of community or maintaining that sense of community that we
already have given the dollar amounts we’re talking about, win the day. The more persuasive
argument for Mr. Mahoney, it is his recommendation to maintain the status not only from a notice
issue and out of the sense to foster a sense of community; if we have to make cuts we’ll make them
somewhere along the way.

Mr. Dailey then made a Motion to the Chairperson to Rescind the rate from $95 back down to $25 for
this year; and we’ll come back to review this at the end of the season. Mr. Dailey said that, given all
sides heard and past policy and procedure, there would be some change for next year, when a new
Administration will be taking over the City of North Olmsted. Again, Mr. Dailey cited the lower
appraisals for the City of North Olmsted’s homes in yesterday’s Plain Dealer and their lower tax
values.

Again, Mr. Dailey asked for a Motion and for a second to reduce down the fee from $95 to $25 for
2009 and asked for a second. Mr. Baxter seconded. Mr. Groden so moved and took it to a vote; all
in favor of reducing the high school swim team rate from $95 to $25, contingent upon reviewing that
fee for 2010, signified by an “aye.” Mr. Mahoney made a comment: Mr. Dailey was to be
commended for changing his position in this matter and have it reflected in the Minutes. None were
opposed, and the Motion passed unanimously.

Mr. Dailey said that the Rec Department will work it out with those who have paid the $95 already to
make sure they get a refund for the difference.

There was one more comment from Ms. Wagner: if you’re going to make it $25, there must be
policing to make sure that the kids who are paying $25 are not coming for coaching time. Mr. Dailey
said he thought it should be monitored internally and believes in trusting the best in people. Mr. Lasko
believes it’s a matter of an honor system. Mr. Dailey continued, saying he did not want to police our
residents that way; it’s just not good practice. It was noted by Mr. Lasko to Ms. Wagner, who
wanted to report back to her parent club, that it’s only fair that if younger kids are not practicing with
the team and not using the earlier pool time but using the City’s pool time to be able to both practice,
be coached and swim with the Rec team, then they should pay the $95.

Mr. Dailey then noted to the visitors that if they wanted to stay they could stay; if they wanted to go
they could go; it doesn’t get much more exciting than this. (laughter).

Page 6
