Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />June 1, 2009 <br /> <br />to purchase $500 racing lane lines, and the community swim team has used that equipment at no <br />charge to the high school simply because they want the sport to become well-known on the web site. <br />Right now inside swimming is all you hear: Solon, Hawken, Hudson. About the only power we have <br />on the west side is Westlake, and when they go over and swim against those teams, they get blown out <br />of the water. No pun intended. Anyway, the Rec team has used that equipment. We let them use the <br />racing lane lines; we haul those pads or Westlake comes and gets those pads for the championship <br />meets because they use the pads. Also, they bring their pads over here when we host a meet because <br />Westlake and North Olmsted are the two hosts of the NCSL championship. There’s always been that <br />spirit of cooperation. Right now we’re raising money to put a record board over here. If you want <br />this sport to succeed… <br /> <br />Mr. Lasko said he understands the question of the economics and he understands that we have tried to <br />treat each program independently, but he has a real concern right now on the basis of whether or not <br />adequate notice was given the folks based upon what appears to have been a tradition or, Mark <br />(Mahoney) would understand, “detrimental reliance” in terms of what has happened in the past and not <br />having any advance notice or publicity as to the change that was going to occur now through this year. <br />Mr. Lasko understands Ted’s point in terms of the change in people and this may not have existed in <br />the past, but the reality of it is that whether or not this existed in the past, it practice it did exist in the <br />past so, as a reality we formed a course of dealing and, in effect, an avenue that people could rely on <br />or count on in absence of some sort of notice that there was going to be a change in the procedure, at <br />least for this year, pending further review and determination of what the cost structure would be, that <br />Mr. Lasko did not think it fair that someone pull the rug out from under folks and treat them <br />differently this year without having had the chance for them to come in and say, you’ve given notice in <br />advance, and say, hey, the program’s going to be different because if we had known years ago we <br />would have done it differently but rather than put you behind the eight ball this year we’re going to at <br />least let you know that this is something that we are going to take a look at in the future. He <br />personally did not think it fair to pull the rug out from under folks and say that they are now subject to <br />paying the full freight. He also thought that he doesn’t know if we’re really giving people a discount – <br />he thought that it’s just that if you’re involved in the swimming meets, not utilizing the coaching or the <br />pool time – you’re saying for an incremental amount which has, in the past, been $20 – you can also <br />then swim in this additional sequence of meets. He did not know that it was a discount. He thought <br />that what would be set would be an incremental fee to be able to participate, not in additional pool <br />time per se in terms of practices in coaching and training, but only just the opportunity to be with the <br />kids in the Rec program and swim in those additional programs. I would like to see this thing rolled <br />back for the current year for sure and then give some thought as to how this thing should be structured <br />going forward. <br /> <br />Mark Mahoney echoed what Mr. Lasko indicated that there has been a pattern established in the past, <br />and that there is not a reason to believe Mrs. Troyer has a pattern established. There is no reason, <br />either, to believe that Ted and Chris are not doing their jobs as well looking out for the citizens and <br />the financial crunch and budget we’re in. Mr. Mahoney’s question was: what is the timing now; when <br />th <br />does the program start, and when does the decision have to be made? Ms. Troyer said that June 18 <br />is the first meet and practice on Saturdays has already begun, but our kids (most of them) will not be <br />th <br />practicing anyway.
