Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
October 5, 2009

Logs

Ms. Nader asked if logs were being kept of each situation that arose in maintenance. Mr. DiSalvo said
that yes, logs were kept. Mr. Dailey said that even with having preventative maintenance agreement
with Reliance, Reliance is doing a monthly check, and we trust their word. We’ve been really pleased.

2010 Budget

Mr. Dailey said that Mr. DiSalvo has tentatively submitted a preliminary 2010 Budget last week –
kudos to Ted, for he is the first one in, before the Senior Center and Springvale. We’re looking at an
early 2010 budget, which should be submitted to Council just after the election. Mr. Groden said that
we are looking at shaving $80,000 to $90,000 off the budget? Mr. DiSalvo said it will be between
$85,000 and $95,000 because of the decrease in the property taxes. Mr. Groden asked if it was too
early to ask how that is going to be accomplished. Mr. DiSalvo said it will be a decrease in our
account line items right now in expenses, because there’s no way the Rec will make that up in
Revenues. Our budget is extremely lean and, just like other departments, it will affect our service.

Injuries

Mr. Dailey said that we’ve had some issues with injuries in our Rec Maintenance staff. Mr. DiSalvo
said that Bill Bilinski had exploratory knee surgery – he’s young – about 43 – and he needs a new
knee; it’s bone on bone. He has some weight loss management to do, and he will try and prolong. Pat
Lowe, our seasoned vet, has a ripped biceps tendon. He only has 25% use of his arm strength-wise;
and Kenny, our night-time man, has issues with high blood pressure. We’ll have to get these guys in
shape. Mr. Groden asked if Pat’s injury was on-the-job. Mr. DiSalvo said that his wife was making
his lunch and, apparently, the cat jumped up on the counter; Pat went to shoo it away and in one
motion, it happened.

Rate Increases

Mr. Groden asked if there would be substantial rate increases. The Commissioner reported that they
would be three percent; if they were much higher, they would just scare people away; we still must
keep reasonable prices.

Mr. Groden asked if there were any more questions or comments for Mr. DiSalvo. There being none,
this concluded the report of the Recreation Commissioner.
Page 4
