Minutes of a Meeting of the <br />North Olmsted Parks and Recreation Commission <br />October 5, 2009 <br /> <br /> <br /> <br />REPORT OF THE COMMUNITY LIFE SERVICES DIRECTOR <br /> <br />Dogs in the Park <br /> <br />Mr. Dailey reported that the Dogs in the Park legislation is getting some resistance from City Council, <br />as you may have read in the paper recently. The Rec Commission was noted as being in favor of <br />allowing it; Council had some concerns. Currently we have legislation about dangerous dogs. There <br />might be four or five breeds. One of the Councilman dropped the fact that how a person coming to <br />North Olmsted know not to take his dog to the Park if it was a dangerous breed. It was interesting <br />conversation; it would appear to me that they were looking for a reason to say no. They held it in <br />Committee, trying to gather more information, so we’ll take it from there. Even with this body’s <br />recommendation, it was not enough to help it through that night. Next time Council talks on it, Mr. <br />Dailey will let everyone in the Commission know, or you would be welcome to come to the next <br />Council Committee meeting. Ms. Nader said it could cut down on the vandalism. Mr. Baxter asked if <br />Council somehow saw North Olmsted unique compared to other cities? Mr. Dailey said they did in <br />the fact that we didn’t allow the dogs; they had no qualms about it at this point in time. There was <br />supposed to be someone there from NOSO and Hot Stove that night, but neither groups showed up <br />that night to voice their concerns about dogs being at the park, making a mess, the kids would fall and <br />step in it. Barton-Bradley is a very unique park. It’s primarily for soccer, and Mr. Dailey did not see <br />why many people would take their dogs for a walk in it. Yet, at some places like North Olmsted Park <br />and Little Clague Park there is a path around a good portion of them, and, it would make good sense <br />to allow dogs to be there. Mr. Dailey continued by saying that Ms. Nader made a good point by <br />saying it would cut down on the vandalism. We shall see what they come back with. Mr. DiSalvo <br />asked if residents are allowed to walk their dogs on the streets. Mr. Dailey said they were. Mr. <br />DiSalvo said that people must clean up after their dogs on the streets. Mr. Dailey said there was <br />actually legislation that he wrote when he was in Council requiring people to clean up after their dogs. <br />Kurt Ward has commented that the laws are not in force at a time when a nice family dog is at the <br />Park with its owners while the owners are watching or playing the games. Mr. Ward did say that, <br />however, that if there is a disruptive dog, it would be removed. <br /> <br />Mr. Groden asked if they were any questions of Mr. Dailey. There being none, this concluded the <br />Report of the Community Life Services Director. <br /> <br />OLD BUSINESS <br /> <br />Summer Swim Team Report <br /> <br />Summer Swim Team Report was mistakenly left on the Agenda and was to be removed before <br />tonight’s meeting, so it was asked that the Commission ignore it. <br />Page 5 <br /> <br />
