Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 14, 2009

Expenses

Overall, the Rec Department is at 65.2%; the target for August was 66%. You can see Admin is at
58.3%; Enrichment Programs, which is Jenny Couts’ Department, is 80.6%, mainly because of all the
payroll she used for summer camp. Right now, Enrichment Department is one person, and that’s
Jenny, so that will balance out at the end of the year.

The other one that is really notable is Gymnastics because Karrie is having a really good year with
revenues; the commissions are also high. Remember that’s almost a wash. The higher her revenues
are, the higher her expenses will be, but that’s just the way that department goes.

As noted, the Rec Department expenses are almost right on the target of 66%, with 65.2%. These
percentages will most likely play out to meet budget as well.

Mr. DiSalvo asked if there were any questions on the expenses.

Ms. Rudolph asked the main expenses under Recreation Administration. Mr. DiSalvo said the main
expense on Recreation Administration is his salary, the secretary’s salary, as well as the supervisors at
the front desk; and office supplies as well.

Mr. DiSalvo asked if there were any more questions on the expenses.

There being none, Mr. DiSalvo went on to speak of graffiti and vandalism.

Graffiti and Vandalism

Mr. DiSalvo reported that, over the summer, there was a concerning issue with graffiti and vandalism
at both the Skate Park and North Olmsted Park. It seemed like every other day the Commissioner was
taking digital pictures and sending them up to the Police Department with reports. Since school has
begun, it seems to have slowed down a little, but our Skate Park got destroyed pretty badly. A vendor
is coming in Thursday with what he thinks a solution mixing with a power washer that can clean up
the cement. If that doesn’t work, the Rec will have to paint over it, but the Skate Park looks bad. It
wasn’t art – it was profane language. At North Olmsted Park, the restrooms are starting to get
vandalized and damaged with graffiti as well as the walk path. They are even painting on the trees
now; the branches were broken and stuffed in the port-a-john. The Commissioner said he has at least
50 pictures documenting the situation. Some of the things are unrecognizable, such as gang symbols;
however, the police are working on that as well. The police are working on it, making random
rounds, if you will. It is a problem not exclusive to North Olmsted – it’s been happening all around
the western suburbs of Cuyahoga County, generally in the evenings. Ms. Drenski said that she and
Mr. DiSalvo had a meeting with the Chief, the Mayor, Mr. Dailey and Rae Anne (Thomas) to discuss
all the issues and what they could and we could do. We’re working on it. Mr. Baxter asked if
cameras would be a possibility. Mr. DiSalvo said they start between $3,000 and $5,000. It was
suggested that “fake” cameras be used. Mr. Dailey said that it was talked about as well; however,
Page 3
