Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
September 14, 2009

there was a liability issue – if people saw there was a camera there and had a false sense of security
and then something does happen, and it was a “fake” – then the City could be exposing itself to
liability.

Stolen Pop from Shed

Mr. Scarl said that there is a shed in the Park at Diamond #4 that the softball and football program
uses to store pop. Two kids on a bike got away with stolen pop from the shed, later caught in the
neighborhood by Karl Kubb. He thought it was one of the older brothers of one of the kids that were
playing.

Playground Equipment

Mr. DiSalvo said that, weather permitting, installation of the playground equipment is scheduled to
take place by Friday of this week at Barton/Bradley. Mr. Dailey said this was through the Grant
applied for last year and awarded this year through the Nature Works Program of the Ohio
Department of Natural Resources. They gave us $25,000. We will use about $23,000. We
intentionally dragged our feet on this project this year because we wanted to see where our numbers
were to justify putting $40-$60,000 in playground equipment, ending up short in other areas. Mr.
Mahoney asked if the City of North Olmsted actually held off that money…Mr. Dailey said, yes, and
then the State actually slowed it down a little more because it got lost on someone’s desk down there.
There were some transitions and furloughs at the State level, so it slowed down.. It turned out to be
about a $6,000 contribution from the City; the State gave us $18,000. It’s a really nice piece of
equipment.

In the most recent ADA equipment in North Olmsted Park – a bigger child yanked one of the rocker
toys (on the springs) right out of the ground. It will be repaired shortly by one of the other vendors
we’re dealing with by cutting out a little of the rubber around it and then re-pouring a little rubber
patch into it. Mr. DiSalvo said he just got an estimate on the patch. The reinstallation repair of the
rocker is only $150, but they want $1500 to replace the rubber in a square that is about 12” x 12”.
We actually have the rubberized mulch; we might just fill it with that right now.

Mr. Dailey said that was one of the reasons why North Olmsted reduced the scope of the playground
at Barton/Bradley – if the kids would be using it with their soccer spikes, it would just be chewing the
rubber up. In that instance, the City is going with the mulch on that one.

This concluded the report of the Recreation Commissioner.
Page 4
