Fitness Facility Cont.:

Norman: You must work in Westlake. Kevin: No my wife does, and we have to pay more than the residents.
Kim: As long as we don’t do anything to prohibit the future expansion of that, I wouldn’t never could it happen
but we are trying to work within our budget for the next few years and upgrade the facility without taking to the
next level, taking it to the voters I don’t anyone wants to do that right now. Kevin: I spoke with Kevin Kennedy
after one of the Council meetings about that when Kevin said he addressed Powerhouse Gym and he said he
really didn’t want to get into a position where he is competing with a North Olmsted business. Kevin: We have
so many vacancies right now he is trying to work out something were the people from the City can get a lower
membership just by going to the Powerhouse Gym. He said maybe in the future but he did not want to compete
with someone who has just opened up and set an adversary position. Terry: Any other questions or comments
about this subject? Julie: You were talking about the $50,000 and knowing how lean we have been working
these last couple of years is it possible to squeeze out another $50,000? Ted: I would say it is highly unlikely,
that’s a lot of money. Charlie Soloman: Talking about some of the Capital Improvement. Since the Edges and the
Hockey Club are two of the largest attendance in the Rink, whether we could have some input on some of the
Capital Project that are going to be suggested. Ted: Sure Charlie: What would we do call you directly? Ted: I
think this would take more than just calling me because it’s going to be a collective effort and I don’t know if the
Rec. Commission is going to be the best forum. It would be more than just you or I speaking. Kim: I know the
Mayor’s office is really interested in coordinating some of these decisions, so I would set up the meeting through
the Mayor’s office.

Ordinance Amendments:

Ted: Moving on, there are two ordinance amendments requests that I need to pass by the Rec. Commission.
The first one is Ordinance 2006-94 is our current price ranging for our Rec. programs. We are in the proper
range right now but we are at the higher end and these have to reset. As I mentioned before, since I have been
here 2003 we have only made two amendment changes as far as pricing goes one was for Tennis and one for
Pool several years ago. We had to make some changes with our Pool pricing but I went ahead and asked my
Supervisors if we need to change any other pricing ranges and if they do we will submit everything all together.
So right now we are not out of the range but the prices will probably be set to last the next five to ten years
instead of having to do this on a yearly basis. What I would like to do is submit what is in front of you. I don’t
think the prices have been changed with the exception of four or five they have been in place for the last fifteen
years, it is time to do this. I don’t know if you want to go over this line by line but it is definitely warranted. The
way programming is picking up and the new programs in here that were not listed in the old ordinance. We also
have to make some name changes. For instance beginning with Pool Group Rental, there were three categories
for this Pool Group Rental, Pool Parties and Swim Meets. I want to omit the listing of Pool Parties and maintain
that under Pool Group Rental. The other major changes, Central Playground has not been called Central
Playground for the last five years it is now call Summer Camp. There are additional titles under that Spring
Break Camp, Winter Break Camp, Early Arrival / Late Stay on a daily basis and Early Arrival / Late Stay on a
weekly basis, that need to be added as well. This is just to get us current with our programming. This might
take a while to review but if you have any questions feel free to ask. Kim: How did you come up with your
rates, was it based upon your actual costs, or how other programs are charged? Ted: We are relatively
inexpensive compared to other Recreation Facilities as far as our programming and pricing plus we are unique
with what we have with just Pool, Rink, Tennis and Gymnastics and so it’s hard to compare that way. With our
current rate with Pool Group Rental it is between $35.00 and $72.00, right now we are at $72.00 so it’s time get
that up and the new proposed rate is $85.00 to $125.00 because we can now pull the $85.00 on a Pool rental
rate because the demand is there.

Page 5
