Recreation Commission Meeting <br />December 1, 2003 <br /> <br /> <br /> <br />observance, she noted that there was much better attendance as a whole with the meeting date on <br />the first Monday of the month. Ms. Kanis said that she remembers the first Monday of the month <br />very well. Mr. Gareau stated that the only problem he (or his successor) has with the first <br />Monday is that he must give a report on the first Tuesday to Council. Usually, it’s just postponed <br />for another month. Ms. Hayes said that, if the date were to be changed, she would let the Board <br />of education know so that his successor would be aware of the date. Mr. DiSalvo said that he <br />didn’t think that changing the date would help the financial report anyway. It was the consensus <br />of the Commission members to leave the date the first Monday of the month. Mr. Gareau will <br />chair the meeting in January of 2004, since Ms. Hayes’ successor will not be appointed until after <br />the Recreation Commission meeting. <br /> <br />OLD BUSINESS <br /> <br />Sports Organizations <br /> <br />Mr. DiSalvo wanted to know how to set up with the sports organizations to meet with the Rec <br />Committee to get a written agreement for both the city and the organizations’ edification. Mr. <br />Gareau asked that they deal directly with the Rec Committee Chairman and that they contact Mr. <br />Gareau to set up a meeting before the end of the year, beginning with NOSO, then NOSA, Hot <br />Stove and then Hockey. Mr. Jesse said that it might be best that he, Mr. Gareau and Mr. DiSalvo <br />get together with each group with a similar outline to come up with a model proposal for the Rec <br />Committee. Mr. DiSalvo said that, with the exception of NOSO, for the most part, the <br />agreements are in line. The NOSO agreement is what will take the time to get together. Mr. <br />Jesse reiterated that there should be some consistency among all of the organizations; Mr. <br />DiSalvo agreed. <br /> <br />Security <br /> <br />Mr. DiSalvo said that Mr. Jesse mentioned Phase Two with security consulting has been set for <br />th <br />December 4 with Sgt. Kilbane, so the Rec Center will be going forward with Mr. Rice. Mr. <br />Jesse said that one of the things that will come out of Phase Two is revised and upgraded rules <br />and regulations. As an example, there’s a pending law related to concealed weapons. Ohio is <br />only one of seven States that does not allow concealed weapons. All the other States do. There <br />are restrictions in those States, but you can still have a weapon on your body. One of the things <br />we will establish is that the Rec will not allow firearms on the property. This will be posted and <br />made policy. If not, and the law does change, the Rec is out of luck. The goal is to give the <br />Commissioner every tool possible to keep the Rec Center secure. <br />Page 7 <br /> <br />
