Recreation Commission Meeting
July 7, 2003

"Family is considered to be the immediate family residing at
the same address. Husband and wife or mother and father,
their children or stepchildren 18 years and under who are
still in high school at time of puchase. Adult children and adult
siblings must purchase their own adult, senior or college membership."

There is also a grandparent clause.

"Resident grandparents who wish to purchase passes for non-
resident grandchildren must pay a non-resident fee, unlesss
grandchildren are residing 24 hours a day for the entire summer.
in writing
In these special circumstances, requests must be made
and be pre-approved by the Director of Recreation."

Family up to four in Westlake is defined as one adult and up to three children or teenagers
between seven and eighteen or two adults and two children. What happens to the other kids?

At the North Olmsted Rec, proof of residency is required. Westlake wants a birth certificate or
valid driver's license.

The We Care Program for the City of North Olmsted reads now that residents and City employees
and their families have 20% off of this and free of that, including the Rec Commission. That's a
lot of work at the ticket booth. At Wal Mart, it's the employee only. Ms. Jones recommendation
was that the change be made to the employee only. Ms. Kanis agreed. Mr. Jesse asked if this
would extend to the Recreation Center employees or the Rec and City employees. Ms. Jones said
that it should be both the Rec Center and the City employees, since the employees will bring
mates and children, and this will generate income for the Rec Center.
The open skates and swims would be free; with reductions on programs.

There was discussion among the members as to whether or not free or reduced prices should be
given to City employees. Mr. Jesse said that Mr. Don Copeland (Director of Human Resources)
explained that around 1992, free or reduced prices was given as a negotiating perk with Union
members without paying immediate cash benefit.

Mr. DiSalvo has issues with a related matter as well. If an employee signs his or her child up for a
class, residents are being bumped. On top of that, the employee is getting a discount. This is not
fair to the residents of the City, who should get preference.

Ms. Jones proposed free to open swim and open skate, to Mr. Gareau's objection that lean times
require lean benefits.
Page 5
