Recreation Commission Meeting <br />June 2, 2003 <br /> <br /> <br />should not happen because it is a new roof. Mr. Gareau suggested that the matter be referred to <br />Mr. Dubelko, put together a report, explain what the problem is, what has been done to correct it, <br />and get it resolved. It was expensive to put in place, and it's criminal to be leaking. <br /> <br />There being no further New Business, the Commission moved on to Old Business. <br /> <br />OLD BUSINESS <br /> <br />Handicapped Signs <br /> <br />Mr. Jesse looked at the signs in the parking lot, but they're not exactly on the spaces. If you're <br />handicapped, you know they're there. If you're not handicapped, you know they're there. Mr. <br />Baxter asked if they are labeled according to statute. Mr. Gareau said there is no Ordinance tag, <br />but that North Olmsted dummied up the law to bring more non-complying signs into compliance <br />through the Local Code, not the State Code. <br /> <br />Arcade Machines <br /> <br />Mr. DiSalvo said that the person who has the arcade and vending machines is under contract. He <br />does not know where the Rec Center stands on this matter, but it must be handled because the <br />money is needed. Mr. Gareau thinks that the current contractor has been here so long he is not <br />convinced that he should get another. He may have the contract by the standpoint that it's a <br />continuing one, but it's a revenue-generating contract. Under the Ordinance, the City should at <br />least go out for bid. There's no way the current contractor is going to get another one until the <br />City goes out to see what else is available. Mr. Jesse asked what was wanted as far as the specs: <br />does the Rec want the prize games or the arcade games. Ms. Jones said the prizes would be put <br />down, left there and fought over. Mr. Gareau said that he's still bitter about the fact that the <br />current contractor hasn't done anything for the Rec Center over the past ten or fifteen years. Now <br />he comes in and says he's got great ideas making 500 times what we're making now. Over the <br />past ten years, if he would have had that approach, many things could have been fixed at the <br />Center. Mr. Gareau said that doesn't mean to get rid of the contractor, just to take in more bids, <br />and if the current contractor gets it, he gets it. Option one would be the games of chance <br />(redemption); option two would be the arcade style game; and if there's a third option or service <br />such as a dollar changing machine. It's important to find out whether or not there was a written <br />agreement with the contractor or not. Mr. DiSalvo located the contract, which states that it's <br />"…renewed every two years without notice." There were copies made for the Law Department's <br />handling. Mr. Gareau thought that neither City Council nor the Mayor saw a copy of this <br />contract, who will not stand by any contract without his knowledge. Mr. Baxter asked if the <br />same contractor did the candy and ice cream. Mr. DiSalvo replied yes, everything but the soft <br />drinks. Mr. Gareau said he doesn't want his frustration with the contractor to bar his entry to <br />the Rec. The rest of the Commission agreed with his observation after the contractor's <br />presentation by indicating that any question that was asked directly was answered indirectly.
