Recreation Commission Meeting
June 2, 2003

Emerald League

Mr. DiSalvo said that the Emerald League's spokesperson is trying to say that her organization is
part of Hot Stove, wanting fields and fees waived. He wanted to report that he was dealing with
these sorts of things on a daily basis, and he wanted to know whether or not he was being taken.

th
4 of July

th
Ms. Jones asked Mr. DiSalvo if he knew he was in charge of the 4 of July celebration and that,
while the Commission was on that subject, she presented a check for $150 from the Community
Council to the Commissioner for candy.

Checks -Non-Sufficient Funds

Mr. DiSalvo said there has been a problem with people writing checks out "NSF" - would there
be a problem with putting a list out front, just like stores do, to keep track of them. These are for
day-to-day users, writing small checks, as well as for registration's larger checks. Fees are being
charged for checks that don't clear. Mr. DiSalvo reported that 40% of checks, of perhaps ten
people in a day, have them returned. Mr. Kelley suggested there be an ATM machine in the lobby
to help alleviate this problem.

Revenue Report

Mr. Baxter said that he still thought that year-to-date budget and year-to-date actual is not being
presented in the correct way. Mr. Jesse responded that in time, the City will get there.
Mr. Kelley asked about the big jump in advertising. Mr. DiSalvo reported it was the brochure,
advertised in the Sun. Mr. DiSalvo asked if it happened in the past that the brochure came out
and within the next three days was registration: when the specs for the bids were being made, the
Rec looked at the previous year and basically changed the year. Early May registrations is the
norm. The Autumn/Winter brochure has a September registration. The brochure did not go out
th
until August 27 to deliver to the City. It was caught in time for an earlier start. Mr. DiSalvo
asked if this was the norm. The Commission members agreed that yes, it was probably the week
before.

Mr. DiSalvo asked if there were any questions on expenses. Mr. Baxter said that the easiest way
to do it for the Commission is for Mr. DiSalvo to make a comment on what are the critical areas
to save Members' time. The Commissioner said he is getting concerned with Building Repair and
Maintenance, with everything breaking down and no inexpensive fixes. He does not have a good
feeling about what is going on. He hoped that at the ice show the drips from the ceiling were not
from one of the units but from rain. Ms. Hayes said that, even if it was from rain, it
Page 9
