Recreation Commission Meeting
June 2, 2003

conceded that point but said that there will be better management. Mr. DiSalvo stated that what
may offset this fact will be that swimming will be open earlier and meet the payroll expenses.
None are full time; they are permanent part time and under 32 hours a week. Mr. Kelley asked if
the September-May schedule change will be cost effective. Mr. DiSalvo responded that the
supervisors were here anyway; their responsibilities will be changed. Mr. Baxter asked about the
control over the cash. Mr. DiSalvo said that there is a system of balances in place to offset
collection of cash.

Parks Concessions

Mr. Jesse and Mr. DiSalvo met with the individual who may be interested in the concessions.
This was bid twice. The concessionaire the City thought was going to take the job backed out of
the picture, so the City has no one in the parks right now. The issue is the Coke contract. Coke
th
provided the trailers, and the City secured the trailers for the concessionaire for the 14 through
st
the 21. Mr. DiSalvo will be meeting with the prospective concessionaire within the week to see
if he will accept our offer to be the concessionaire or not. Mr. Jesse stated that the City would
get a percentage of the gross. That way, because the City does not know what the volume is
going to be, there is no commitment to a base amount to generate. Until the City gets an idea of
what the volume could be, percentage is the way to go. Mr. DiSalvo received a call from an
individual from NOSO, stating that the machines were out of Coke for about three weeks. In the
past, whoever gets the parks concessions gets the stock of those machines, and the City gets the
percentage. Since Angelina's declined on the concessions, the machines weren't stocked for the
three week period. Currently, Coke is taking charge of this matter. We will offer the Coke
concession to the new concessionaire should he so desire; if not, Coke will continue to stock the
machines and the City will get the percentage. Usually, it's extra money for the vendor should he
decide to stock the machines with the Coke products. Mr. Jesse indicated that the City make sure
the vending price and the trailer price are the same. Mr. Gareau asked what was sold from the
trailers. Mr. DiSalvo responded that soft drinks and snacks such as hot dogs and pizza have been
sold in the past. The prospective concessionaire is a hot dog person. Angelina's sold the pizza
previously, heating it in the trailers. Mr. Gareau had an idea that the City work in partnership
with some organizations such as Gund Arena or the Indians to raise funds. This has been going
on for years by some of the homeowners' associations in the City. Mr. Jesse continued by saying
the City has a close relationship with the Board of Health of Cuyahoga County and asked them
for a checklist for food service so the City can do its own checking of the concessions.
th
Mr. DiSalvo finished by saying that the Rec Center should know by Wednesday, June 4, about
Park Concessions.

Passed Resolution for Basketball Courts

Mr. DiSalvo said that the Commission is probably aware that the resolution was passed to set bids
for the basketball courts, and specifications for them are in the process of being drawn.
