Recreation Commission Meeting
May 5, 2003

Resident Complaints

The next matter Mr. Jesse reported to the Commission concerned resident complaints. There was
an incident of a BB gun with a cat next to the skate park. This has not been proven but, if true,
he was concerned about the behavior of the kids that did this. Mr. Jesse reported to the woman
that registered the complaint that there will be more security monitoring the behavior in the skate
park. She said that there is a BB hole in a window of her home by the park. The Police
Department receives two or three similar calls each week, and response is made as soon as
possible. All in all, however, the City’s behavior issues and security issues are pretty good
considering the volume of people going through the park. Ted DiSalvo met with the auxiliaries
so that they may be utilized better in this regard.

The floor was opened to questions from the Members of the Commission.

Rent Clague Park

Mr. Kelley asked about the figure of $1,800.00 to Rent Clague Park. It was suggested that this
figure represents rental of the communication tower, and was replied to in the affirmative.

Handicapped Signs

Mr. Gareau asked if the handicapped parking was properly marked on the side of the building and
asked if anyone else recalled that complaint. A number of the Commission Members replied in
unison that they did. Mr. Jesse stated he had not followed up after he mentioned it to Tom Stein
some time ago. Mr. Gareau reported that he will take a look at this situation and make sure that
the Recreation Center will follow through. Mr. Jesse continued that the issue is signs, and
perhaps not the right captions, which need to be fixed.

Vending Machines

Mr. Gareau asked about the status of the Concessions contract, that is, the games with regard to
the person who is the present vendor. Would the contract require a bid? Mr. DiSalvo said that
Metropolitan Vending, the current contractor, would be making a presentation at 8:00 p.m.
tonight as New Business. Mr. Jesse said that price should not necessarily be part of the
discussion, rather, content. Mr. Gareau reported to Mr. Jesse that there was a change in the law a
few years ago stating that the City must go out to bid for revenue-generating contracts.

Parks Concessions

Mr. Jesse stated that, as long as the Commission was on the subject, he would talk about the bids
received for the contract at the Parks. One bid was received: from Angelina’s, after the deadline,
which means that the City went to rebid until Friday, May 9th. In Angelina’s proposal, he
Page 6
