Recreation Commission Meeting
May 5, 2003

Walking Path/Tree Labeling

By the next meeting, Mr. Gareau would like to have the breakdown on where the Recreation
Commission is based on records from the Engineering Department of about a year and a half ago.
Mr. Morgan put together records that demonstrated all the options for the different things the Rec
Center could be doing. Mr. Jesse contacted a few contractors and had them look at the matter to
compare with what Engineering comes up with and build a decent spec based on that information.
He was uncomfortable with taking just one view. Two views are better.

Park Between Pool and Skate Park

Mr. DiSalvo asked if the park between the pool and the skate park could be an accessible park.
His understanding is that the park is only opened when the pool is open. Mr. Jesse replied that he
has no problem with that. Mr. Gareau asked if there could be a use attached to the area. He
talked about it as a facility that might make sense as an off-leash dog area. Mr. DiSalvo reiterated
that it is a definite park, and he does not understand why use was not being made of it.
Mr. DiSalvo was asked the square footage of the area. He was not sure if it would be big enough
for a dog park. If only three people were in it, O.K., but it would be a cluttered kennel. Mr.
Gareau said that New York City has small dog parks. As it is, dogs are not allowed in the North
Olmsted Parks. Perhaps an easement in a large area would be the answer.

Maneuverability Course

Mr. Kelley asked Mr. Jesse to talk again, as in the April meeting, about a maneuverability course
being considered by the City. Mr. Jesse said that he had no further information because he has
not checked back with the Eagle Scout who was going to propose it as a project. Mr. Jesse said
that he was awaiting his response and believes that there must be a place in the City of North
Olmsted where this course may be put in place. Mr. Kelley replied that the nearest place he
knows is in Avon Lake.

Port-A-Potties at the Parks

Mr. Baxter asked if the Port-a-Potties at the Park were fixed and in operable condition. At this
time of year, there are a lot of ball games and high school games, with spectators. There are two
portables to service all those people, and when the job isn’t done to take care of them carefully, it
really makes North Olmsted look bad. There’s a sign on the Senior Center refusing its service.
It’s inconvenient and in poor service, especially for our main park in North Olmsted. Mr. DiSalvo
said that the rest rooms are actually winterized, which is why the port-a-potties are used in place
of them. There is only one company responsible for the cleanup, and, in between, our crew must
clean up. With the cold spring, everything was still frozen, and everything had to be de-
winterized. Everything thawed out and there was flooding to repair. Mr. Baxter said that it
Page 8
