Recreation Commission Meeting
November 3, 2003

Ms. Hayes then suggested that NOSO contact Mr. Gareau to get on the schedule of the
Recreation Committee as soon as possible, perhaps next Monday. Mr. Kelley went on record by
saying that for an organization that's been in the City of North Olmsted since 1974, it's about time
there be a water line put in to water the fields, regardless of what Mr. Friedl will or will not do.
The fields need the watering. Hopefully, next spring, every other day it rains, and the sprinklers
won't have to be turned on at all. Mr. Kelley made a Motion that the Recreation Committee
recommend to Council putting in a water line at the soccer fields, seconded by Ms. Kanis. Ms.
Hayes asked for further discussion. Mr. Baxter asked the cost of the water line. Mr. Kelley said
the cost would be by the foot. A six inch water line approximately 300 feet then 600 feet of three
inch would be about $6,000 to $8,000. The technology today is so advanced that while it's
cutting it, the back of the machine is laying it. Time will be the issue. The ground must be soft.
Mr. Baxter said that nothing seems unreasonable. However, if the Commission is going to
recommend the water line as a group, the Commission does not know ultimately what it will cost.
Mr. Kelley said that it's not beyond doing it in-house. Mr. DiSalvo said that the Rec Department
would pay Service to do it and sees no problem. There being no other question or discussion, roll
was called, and the motion passed.

NOSO concluded their presentation by saying that the Recreation Commission was given an open
invitation to join NOSO at their board meeting on the third Monday of the month at in the Old
Town Hall at 8:00 p.m. Everyone is encouraged to come on Saturdays and Sundays to Barton
th
Bradley to watch the kids play or on the 4 of July Tournament.

Discussion

After the NOSO members left, Mr. Kelley reiterated that it should be sunk in by now that the Rec
Department needs that water line but that the Commission should remember that it is dealing with
public property. Ms. Kanis said that it sounds very sensible to her. Mr. Kelley said that Mr.
Friedl will be bringing people into the Radisson making money, they have to eat in the City.

Mr. DiSalvo, Mr. Kelley and Ms. Hayes all said that they had not heard of the Angelina's/Coke
proposal that the NOSO people proposed.

There was no further business to come before the Commission.
Page 11
