Recreation Commission Meeting
October 6, 2003

rink. Mr. DiSalvo noted that he thinks besides that fact, the number of children are going down.
Ms. Hayes said that the number of children in the schools is also declining, close to 100 less this
year than last. Mr. DiSalvo said that the rink situation must be addressed through better
marketing. Mr. Jesse said there could possibly be an arrangement with NOMBL to advertise on
the busses for visibility on the streets. Ms. Hayes said there could be flyers advertising at the
Middle School. Mr. DiSalvo said there will be a meeting collectively with school administration
for this purpose. Mr. Gareau asked if there was a formal ice policy put into place. There are
citizens that believe there is an informal agreement as to the pecking order regarding preference
on ice times and packed up and left because of it. Ms. Kanis asked if North Ridgeville could be
looked at for using the ice. Mr. DiSalvo replied he would use North Olmsted as the template for
ice use to see how school administration and the Rec sets up their agreement. (Overlapping
discussion among the members as to the groups/individuals that use/used the ice and where they
went after they left the Rec Center). Ms. Jones asked what was being done with the kids through
the turn styles for skate rental. Mr. DiSalvo said that is set up for Friday Night Skate Rental to
get the matter under control. The Friday Night Skates are working out well. Ms. Hayes said
that if the word gets around that they are better controlled, there will be a positive response.

Halloween Party

Mr. Gareau asked if there would be a Halloween Party this year. Mr. DiSalvo replied that the
High School wanted to, but tennis is using the area. The High Schoolers wanted a hay ride, but
the planning through the SADD group was too late, so it’s been shelved until next year.
Halloween is on Friday night this year, but there will be no costumes for Friday Night Skate.

This concluded the report of the Recreation Commissioner.

VISITORS' OPPORTUNITY TO ADDRESS THE COMMISSION

Mr. DiSalvo then turned the meeting over to Bill Esher, of the North Olmsted Soccer
Organization (NOSO). Mr. Esher said that the fields at Barton/Bradley are used extensively by
NOSO. During the summer the fields tend to dry out because there is no water. NOSO has been
setting aside money within its funds to put in an irrigation system. What was found as least
expensive would be to run a 3” line from the street, centrally located in the park, and then hook
up an irrigation hose that would be able to sprinkle the area. All that would be done at NOSO’s
expense, but the organization needs the City’s approval to do so. Another driving force behind
this matter is that NOSO has been approached by Ohio North Soccer Organization on behalf of
Brad Friedl (the starting goalie on the English Blackburn Soccer Team) to give something back to
the community. His first choice was Bay Village, where he grew up, but because of a land grant
where the fields can’t be used on Sundays and certain days and the fields are widely spread apart,
it wasn’t feasible. He then found Kay Kaplan to find a city that would let him do this. Because
North Olmsted Soccer has been around for so long and is well known for about 35 years, some of
the original board members are still active with Tom Hatfield. Kay knows Tom,
Page 4
