Recreation Commission Meeting <br />September 8, 2003 <br />Page Six <br /> <br /> <br />Mr. Hilton goes 50-50 on all the games. As far as the crane is concerned, that's 30%. The way <br />that operates is that he wants the customers to win. A lot of people have a bad attitude about the <br />claw machine because it seems like you can never win. You win by going for the one you can <br />get, not the one you want. Mr. Hilton wants the kids to leave with something. The merchandise <br />bought is called "prepack" and average $1.10 cost per piece. <br /> <br />The bottom line for both Mr. Varga and Mr. Hilton is that they don't want to be a problem to the <br />Rec Center; they want to take care of any trouble as soon as possible. The denominations in the <br />changer are $1s, $5s, $10s, and $20s. Their business is to service the Rec Center and its patrons <br />as best as possible. (General overlapping conversation among the members and guests about the <br />kinds of machines and times to be delivered). <br /> <br />The Chairman then thanked the guests for their attendance at the Meeting, who left assuring the <br />Commission that they would take very good care of the Recreation Center and would wait for the <br />Commissioner's call. <br /> <br />Discussion <br /> <br />The Chairman then opened the floor to the Members for discussion. <br /> <br />Mr. Jesse asked Mr. Gareau the legalities of pursuing contracts with our guests. Mr. Gareau <br />responded that it must follow the Ordinance by advertising. It could go for a legislative request <br />tomorrow and be on for a first reading in suspension the following Tuesday and could then be in <br />process. Mr. Jesse said that the ad procedure is critical in making it publicly known, and the <br />Board of Control also makes that call. Mr. DiSalvo said that aside from National Vendors, <br />Metropolitan, Quick Snacks, J.L.Hilton there was possibly only one other interested party, all <br />local companies, and the other interested party had its service use Quick Snacks/J.L.Hilton. Mr. <br />Gareau noted that Metropolitan Vending, before the Commission as a guest some months ago, <br />has done nothing since then to help its case. Mr. Jesse stated that both gentlemen this evening <br />were strong on personal service. Where do personal service contracts end and generic vending <br />contracts begin? Mr. Gareau stated that there's a tiny window of contracts that fall into a <br />category with no property, lease or franchise involved. Certain contracts get money but don't <br />spend money to do it; those contracts are non-exempt. Quick Snacks/Hilton will fall into this <br />category. <br /> <br />Mr. Jesse moved that Council consider a proposal for a vending contract and arcade contract, <br />seconded by Mr. Baxter. Roll was called, all were in favor; Motion passed unanimously, Mr. <br />Gareau to take care of the matter tomorrow. <br /> <br />Page 6 <br /> <br />
