Recreation Commission Meeting <br />September 8, 2003 <br />Page Seven <br /> <br /> <br /> <br />REPORT BY SAFETY DIRECTOR <br /> <br />Security of Recreation Department <br /> <br />Mr. Jesse reported that the Safety Department had a busy month related to many things, with the <br />Recreation Department being no less busy. Of particular import is the Rec Department’s security, <br />there being changes as regards threats. One certain thing is the risk/threat assessment. The main <br />concept is to take the risk and the threat as far away from the target as possible, e.g., screening <br />people far away from the gates as well as at the gate itself as the airports do. The same is true at <br />the Recreation Center; people who steal wallets should be kept out of the locker rooms; people <br />that may cause trouble in other areas away from those potential areas. Being able to identify a <br />person who wouldn’t normally be here was part of the training session. For example, someone <br />without a hockey stick coming to the Rec Center to play hockey would be a definite flag. Also, <br />the staff will ask people outright how they can help them to direct them to common areas. If <br />there is a problem after these measures, the police should be called to take I.D.s. All cars are <br />equipped with computers now, and identification can take place within about 20 seconds if <br />someone has a driver's license. Much communication is done digitally now, so radio traffic is <br />much less. <br /> <br />Joe Rice & Associates <br /> <br />There has been a proposal from Joe Rice, attached as Exhibit B, to do another phase of security. <br />If there is any question regarding this matter, Mr. Jesse asked that it be brought up at this meeting <br />because he wants to move for a resolution to proceed with getting it approved by the Board. As <br />far as security regulations, one thing that came up through security planning was that everyone be <br />clear on what the regulations are. <br /> <br />Security Regulations <br /> <br />Also attached as Exhibit C is a proposal for the City of North Olmsted Recreation Department <br />Security Regulations. This has to do with weapons and drug possession (alcohol or narcotics). <br />There’s a difference between possession and being under the influence. Also in this Exhibit is the <br />right of the Recreation Department to inspect. There is a statement fighting abusive language. <br />One other thing that was not put in the Security Regulations was that failure to comply will result <br />in expulsion from the premises and possible prosecution. <br /> <br />Various detection devices can be utilized, such as metal detectors. One of the police dogs is so <br />sensitive that he will smell a seed from marijuana. <br />Page 7 <br /> <br />
