Recreation Commission Meeting <br />September 8, 2003 <br />Page Eight <br /> <br /> <br /> <br />Ms. Jones asked about the sentence that read, “Entry to any Recreation Department property is <br />strictly prohibited to anyone who is under the influence of alcohol or narcotic drugs above the <br />legal limit.” How would the Rec Department know they were above the legal limit? Mr. Jesse <br />responded that there are plenty of people who have a drink at home, are technically under the <br />influence but not above the legal limit. He further clarified that any drug classified by the DEA as <br />illegal is above the legal limit. <br /> <br />Mr. Kelley questioned part of the first sentence: “...including all parks...” He thought that, with a <br />permit, alcohol is permitted in the Community Cabin. Various members responded that the Cabin <br />has always been alcohol free. Mr. Gareau observed that, technically, it also applies to Springvale, <br />but the Code was never changed accordingly. <br /> <br />Mr. Gareau then asked Mr. Jesse how much Mr. Rice has been paid to date. His response was <br />slightly over $2,000, which amount was approved by the Mayor. Mr. Gareau then asked what <br />has been accomplished with that $2,000. Mr. Jesse said that Exhibit B comprised the regulations <br />that came as part of his first work. Mr. Gareau clarified his question by asking if the larger <br />contract was getting broken down into little contracts, understanding that it’s a personal services <br />contract and asked for a better understanding of what Mr. Rice has done. Mr. DiSalvo stated <br />that Mr. Rice has given the Rec Department an overview of what he feels should be done at the <br />Rec Center, beginning with the soft security, the safety awareness program. Mr. Jesse stated that <br />Mr. Rice believes there will be a maximum of three phases. The first phase was developing the <br />staff training. He did an assessment of the facility and met with Messrs. DiSalvo and Jesse three <br />or four different times to talk of various concerns and to develop the threat assessment. Mr. Rice <br />came away from Rec Department meetings stating that awareness of the staff was necessary <br />before the Rec could do hardware or surveillance equipment. <br /> <br />The second phase is to put together the RFP to put the hardware and surveillance assistance in <br />place and would also include evaluation proposals. The Rec Department wants a proposal for <br />metal detection or surveillance cameras or electronic turn styles or bar code system or whatever it <br />might be. The third phase would be the follow up related to the implementation of whatever is <br />selected and the assessment monitoring the system to make sure it’s working and the vendors <br />have installed properly. Mr. Jesse told Mr. Gareau he does not know what the cost of the third <br />phase will be, but his feeling would be less than the first two. It was done on a personal services <br />contract because the Recreation Department had the opportunity to retain someone who knew <br />what he was doing at a reasonable price and do more with it in the interest of time. The Rec <br />Department also did not want to get into a situation of becoming too public in keeping <br />confidentiality. <br /> <br />The Chairman asked for any more questions from the Commission. Mr. Jesse was asked if he <br />was satisfied with Joe Rice & Associates, and he responded with a definite affirmative. <br />Page 8 <br /> <br />
